RECEIVE AN ACTIVITY REPORT FROM THE KELLER POLICE DEPARTMENT.

CHIEF COME ON UP. GOOD AFTERNOON, MR. MAYOR. MEMBERS OF COUNCIL.

SO THIS IS AN INITIAL JUST AN UPDATE OF WHERE WE'RE AT NOW.

AND SOME I THINK WE ALSO PROVIDED A HANDOUT TO YOU GUYS IN YOUR PACKETS THAT WE'LL DISCUSS MORE IN EXECUTIVE SESSION, BUT WE'LL JUST MOVE FORWARD.

GO AHEAD AND GO TO THE NEXT SLIDE, PLEASE, SIR.

SO JUST TO GIVE YOU AN UPDATE OF WHERE HOW WE GOT TO WHERE WE'RE AT, WE STARTED OUR CONTRACT FROM KELLER TO WESTLAKE IN '02.

THAT WAS FROM 2002 TO 2004.

AND THEN FROM 2004 TO 2008, WE DIDN'T KNOW ABOUT THE RELATIONSHIP.

WE WERE TRYING TO SEE HOW STABLE IT WAS.

AND SO THEY WERE DOING ANNUAL RENEWALS UP UNTIL 2008.

AND THEN FROM EIGHT THEY DECIDED THAT THIS WAS A GOOD DEAL AND THEY STARTED DOING FIVE YEAR CONTRACTS.

AND THEN SO IT WAS FIVE YEAR RENEWALS UP UNTIL THE CURRENT CONTRACT THAT WE'RE IN THIS CURRENT CONTRACT, WE'VE HAD TWO AMENDMENTS.

THE FIRST AMENDMENT WAS DONE WHEN THEY EXPANDED THE ROLE OF THE TOWN MARSHAL TO SRO DUTIES EARLIER IN THE YEAR.

I THINK THAT WAS IN NOVEMBER OF 21.

AND THEN THE SECOND AMENDMENT WAS WHEN WE ADDED THE KELLER SRO TO WESTLAKE ACADEMY.

AND SO THEN NOW WE'RE GOING TO BE TALKING ABOUT HOPEFULLY RENEWING FOR ANOTHER FIVE YEARS WITH WESTLAKE.

NEXT SLIDE, PLEASE. SO I WANTED TO GIVE YOU SOME BACKGROUND.

SO THE CRIME CONTROL AND PREVENTION DISTRICT IS A IS A FUND THAT THE CITY OF KELLER CITIZENS VOTED IN.

IT'S A 15 YEAR DEAL.

AND BASICALLY IT TAKES A QUARTER CENT SALES TAX INTO A FUND THAT IS SPECIFICALLY DESIGNED FOR USE BY THE POLICE DEPARTMENT.

AND WE JUST LAST NIGHT GOT THIS YEAR'S FISCAL YEAR 24 BUDGET APPROVED BY THEM.

IT WILL GO TO CITY COUNCIL ON THE JULY 18TH.

BUT I WANTED YOU TO KNOW THAT YOU DO NOT PAY FOR THIS SERVICE.

THIS IS THIS IS ADDITIONAL EQUIPMENT AND RESOURCES THAT YOU GET BENEFIT OF, BUT YOU DO NOT PAY INTO.

SO THE ACCREDITATION PROGRAM, OUR ACCREDITATION MANAGER, THAT THAT PROGRAM 144,000 OPERATIONS.

SO ALL OF OUR VEHICLE EQUIPMENT REPLACEMENTS, TAHOES, INTERCEPTORS, MOTORCYCLES, EVERYTHING COMES FROM THIS FUND EQUIPMENT FOR OUR SWAT TEAM, THE INDIVIDUAL MEMBERS OF THE SWAT TEAM AND ANY ANY EQUIPMENT THAT WE USE FOR THAT GOES TO THE SWAT TEAM, COMES FROM THIS RESOURCE.

ALL OF OUR REPLACEMENTS FOR LASERS, TASERS, TICKET RIDERS, PATROL, SHIELDS, BREACHING EQUIPMENT.

ALL THOSE THINGS COME FROM THIS FUND.

FACILITY IMPROVEMENTS.

THAT'S JUST A NORMAL ANNUAL RECURRING FOR GROUND MAINTENANCE OF JUST OUR FACILITIES OVER THERE.

SO YOU CAN GO AHEAD. THANK YOU.

SO ONE OF THE BIG FUNDS THIS YEAR THAT WE'RE TAKING ON IS THE TECHNOLOGY.

THERE IS A LIST OF DIFFERENT TECHNOLOGY AGREEMENTS THAT WE'VE ENTERED INTO AND INVESTIGATIVE SOFTWARE THAT WE ARE TAKING ON. AND IF YOU WANT ANY INDIVIDUAL SPECIFICS, I'LL BE HAPPY TO GO INTO THOSE WITH YOU.

BUT IN GENERAL, THERE ARE SEVERAL INVESTIGATIVE SOFTWARE THAT WE'RE GOING INTO.

THE CAD SYSTEM IS A PRETTY SIGNIFICANT COST THAT WE JUST BOUGHT LAST YEAR IN PARTNERSHIP WITH SOUTHLAKE AND COLLEYVILLE, AND THAT'S OUR RECORDS MANAGEMENT SYSTEM.

AND THEN ALSO WE ARE JUST NOW ENTERING INTO AUTOMATED LICENSE PLATE READERS.

AND AS A MATTER OF FACT, THIS IS SUCH A PROGRAM THAT ALL OF OUR SURROUNDING AGENCIES HAVE ALREADY BECOME A PART OF.

A LOT OF AGENCIES AROUND THE STATE OF TEXAS ARE BECOMING A PART OF THIS.

AND WE ARE NOW ACTUALLY WE'RE GOING TO BE MEETING LATE JULY WITH THE TOWN OF WESTLAKE TO SEE HOW WE CAN EXPAND IT INTO WESTLAKE AS WELL.

CHIEF, IS THIS ONE LIKE TROPHY CLUB HAS? YES. YES.

AND SO PRETTY MUCH RIGHT NOW WE ARE ONE OF THE LAST ONES IN THIS AREA TO GET LICENSE PLATE READERS.

EVERYONE ON THE BORDER OF KELLER HAS THEM EXCEPT FOR ROANOKE, WHO ARE GOING THROUGH CCPD RIGHT THIS YEAR TO GET THEM.

AND THEN SOUTHLAKE DOES NOT HAVE THEM, BUT EVERYONE ELSE ON OUR BORDERS HAVE THEM FORT WORTH, WATAUGA, NORTH RICHLAND HILLS AND EVERYBODY.

SO WE'RE STARTING OFF THE PROGRAM TO IMPLEMENT THEM IN KELLER ALL THE MAJOR THOROUGHFARES, ENTRY AND EXITS.

AND AS WE MOVE FORWARD, I'LL BE HAPPY TO SHARE MORE IN THE WEEDS ABOUT WHAT THEY ARE, WHAT THEY AREN'T.

SO WHEN CITIZENS HAVE CONCERNS ABOUT SURVEILLANCE CAMERAS AND THINGS LIKE THAT ON PUBLIC HIGHWAYS, WE WANT TO MAKE SURE WE ALLEVIATE THOSE FEARS AND I'LL BE HAPPY TO DISCUSS THOSE MORE WITH YOU. BUT THAT IS SOMETHING THAT WE ARE LOOKING AT IMPLEMENTING THIS YEAR.

AND THEN ALSO FOR OUR LARGEST ITEMS THIS YEAR IS OUR DEBT PAYMENT JUST FOR OUR BUILDINGS AND OUR CAPITAL REPAYMENT THAT WILL BE PAID OFF IN 2027.

WE ARE IN THE PROCESS OF REPLACING ALL OF OUR PORTABLE AND MOBILE RADIOS AND WE'RE DOING IT IN THREE YEAR INCREMENTS.

AND THAT'S A PRETTY IT'S ABOUT A $225,000 A YEAR COST.

AND THEN THE LAST BIGGEST THING THAT WE ARE DOING THAT I WANTED TO MENTION IS CURRENTLY WE ALL USE WATCH GUARD BODY WORN CAMERAS AND IN-CAR VIDEOS, AND THAT'S A STATE,

NATIONAL AND STATE REQUIREMENT.

FORGIVE ME. WELL, MOTOROLA BOUGHT THEM OUT AND THEY NO LONGER SUPPORT WATCH GUARD.

SO WE ARE HAVING TO FIND A DIFFERENT VENDOR.

SO AXON IS WHO WE PLAN ON GOING WITH.

THE BENEFIT OF AXON IS TWOFOLD.

NUMBER ONE, WITH THE IN-CAR VIDEO THAT AXON USES, THEY HAVE A SOLE SOURCE AGREEMENT WITH THE LPR SYSTEM THAT WE'RE LOOKING AT FLOCK SAFETY SO THAT ALL OF OUR IN-CAR VIDEOS, THEY WILL ALSO BE MOBILE LICENSE PLATE READERS.

SO IN ADDITION TO THE STATIC LICENSE PLATE READERS THAT WE WILL PURCHASE THROUGH ALPR THROUGH FLOCK, THE IN-CAR VIDEOS WILL ALSO BE MOBILE LICENSE PLATE READERS AS AN ADDITIONAL BENEFIT. THE OTHER BENEFIT OF GOING TO AXON IS THEY ARE WHO WE BUY OUR TASERS THROUGH.

SO EVERY TIME ANY OF OUR OFFICERS ARM THEIR TASERS THROUGH BLUETOOTH SIGNAL, ANYONE THAT HAS AXON BODY WORN CAMERAS, THEY AUTOMATICALLY ACTIVATE.

AND SO THAT'S ANOTHER BENEFIT.

SO THE LAST TWO THINGS ON THERE WE ARE DOING.

I'M SORRY, CHIEF, TELL ME THAT AGAIN. I'M SORRY.

SO THEY THEY ARM THEIR TASER.

IF IF THE OFFICERS ARE WEARING AXON BODY WORN CAMERAS.

RIGHT. ANYONE IN THERE THAT HAS A TASER FROM AXON AND THEY ARM IT.

IT AUTOMATICALLY THROUGH BLUETOOTH ACTIVATES THE BODY WORN CAMERA, AND IT DOESN'T EVEN HAVE TO BE KELLER.

SO IF NORTH RICHLAND HILLS OR SOUTH LAKE OR COLLIERVILLE OR ANYONE OUT THERE HAS AXON AND THEY'RE IN PROXIMITY OR ON THE SAME INCIDENT, THEY WILL ALL ACTIVATE.

PARTNERSHIP. SO IT'S A REALLY GOOD DEAL.

SO JUST AS AN FYI, WE'VE BEEN ALSO SAVING UP AND WE'RE DOING A PRETTY LARGE RENOVATION PROJECT AT OUR FACILITY FOR $4.5 MILLION AND ALL OF THE DIFFERENT MAINTENANCE AGREEMENTS AND CONTRACTUAL AGREEMENTS THAT WE HAVE FOR DIFFERENT EQUIPMENT.

IT LOOKS LIKE EVERY WE HAVE AN ANNUAL RECURRING COST OF $2.2 MILLION CURRENTLY.

AND AGAIN, THESE FUNDS, THEY ARE NOT PART OF WHAT WE BILL WESTLAKE.

[INAUDIBLE] SO CURRENTLY LOOKING AT THE CONTRACT RENEWAL, WE FINALLY MR. CARROLL AND I HAVE KIND OF WORKED OUT A PRETTY GOOD DRAFT THAT WE'RE GOING TO BE WORKING ON UNTIL WE TRY TO FINALIZE IT.

BUT SOME OF THE BIG HIGH POINTS, IT'LL GO FROM OCTOBER 1ST THROUGH SEPTEMBER THE 30TH.

WE'RE STILL BASING IT CONTINUOUSLY ON THE EIGHT FULL TIME EMPLOYEES.

WE BASED IT ON FIVE PATROL OFFICERS, TWO MOTOR OFFICERS AND ONE RECORDS OFFICER.

AND THEN IN ADDITION, WE'VE ADDED THE ONE FULL TIME SCHOOL RESOURCE OFFICER THAT HAS ALREADY BEEN IN PLACE.

SO IN ADDITION TO THOSE MANPOWER, WE ALSO HAVE THE ACCREDITATION PROGRAM AND THE BENEFITS THAT YOU GUYS HAVE BY COMING WITH KELLER, OUR CRIMINAL INVESTIGATIVE UNIT, OUR REGIONAL SWAT TEAM, COMMUNITY SERVICES OFFICER, DISPATCH, ANIMAL CONTROL, DETENTION, HUMAN RESOURCES AND OUR REGIONAL CRASH TEAM.

THOSE ARE ALL BENEFITS. SO JUST BECAUSE WE WHEN WE DO ESTIMATES IN OUR FINAL BILLING, WE BASE IT ON THE EIGHT FULL TIME EMPLOYEES.

YOU GET THE BENEFIT OF WHATEVER THE INCIDENT REQUIRES.

WE ARE GOING TO PROVIDE IT TO YOU.

SO ALSO IN THERE, ONE THING THAT WE FELT IT IMPORTANT TO MAKE SURE THAT WE MENTION IS THAT I'VE REALLY BENEFITED FROM THE RECURRING MEETINGS WITH MR. CARROLL JUST TO MAKE SURE WE'RE COMMUNICATING BOTH SIDES AND HOW WE'RE DOING ANYTHING WE NEED OR COULD BE BETTER.

AND THOSE ARE ALWAYS WE'VE BEEN MEETING PRETTY MUCH WEEKLY, BUT IN THE EVENT WE GET INTO A BUSY TIME, WE WANTED TO PUT IT IN THE CONTRACT THAT WE'RE AT LEAST MEETING QUARTERLY.

BUT THAT'S BEEN A REALLY GREAT RELATIONSHIP SO FAR.

I ALSO WANTED TO WE ALSO BOTH WANTED TO ADD IN THERE AND IT WAS NOT IN THERE IS THAT I PLAN ON BEING AT EVERY COUNCIL MEETING UNLESS I CAN'T.

AND IF I CAN'T, IF IT'S REQUESTED, WE WILL HAVE A COMMAND STAFF MEMBER HERE.

IF THAT'S NOT REQUESTED, YOU WILL ABSOLUTELY HAVE A KELLER OFFICER HERE FOR SECURITY EVERY COUNCIL MEETING.

AND I THINK THAT WAS IMPORTANT TO PUT IN THERE AS WELL.

SO AGAIN, I KNOW THAT WE ALL ARE CONSIDERING MOVING TOWARDS A PART TIME TOWN MARSHAL BAILIFF FOR COURT DUTIES.

AND IF THAT'S THE CASE, WE'RE STILL GOING TO MAINTAIN THE SAME KIND OF TCIC SUPPORT FOR WARRANTS AND THINGS LIKE THAT THAT HE WOULD NEED.

HE OR SHE WOULD NEED TO DO THEIR JOB EFFECTIVELY.

WE ALSO Y'ALL JUST APPROVED TO HAVE KELLER APPOINTED ASSOCIATE JUDGES BE ABLE TO DO ARRAIGNMENTS ON BEHALF OF WESTLAKE.

AND THAT'S GOING TO BE A TREMENDOUS HELP.

SO WE ALSO MADE SURE WE EDITED THAT LANGUAGE IN THE CONTRACT TO REFLECT THAT.

AND THEN THE LAST TWO THINGS ARE NEW TO THIS CONTRACT.

WE WANTED TO PUT IN THERE THE PROCESS THAT IF WESTLAKE ACADEMY HAS EVENTS AFTER HOURS, WHAT THAT PROCESS LOOKS LIKE TO TRY TO GET OFFICERS AT THOSE EVENTS.

IT'LL GO THROUGH OUR SCHOOL RESOURCE OFFICER FIRST AND THEN IF THEY'RE UNAVAILABLE, WHAT KIND OF WHAT NEEDS TO HAPPEN TO GET AN OFFICER AT THOSE EVENTS? AND THEN THE LAST THING WAS THERE'S BEEN SOME QUESTION ABOUT WESTLAKE PAYS 100% OF THE SRO.

AND SO ONCE THE SCHOOL YEAR IS COMPLETED.

SO USUALLY THAT'S THE TIME THAT ALL SROS WOULD TAKE LEAVE BECAUSE DURING THE SCHOOL YEAR WE EXPECT THEM TO BE IN SCHOOL SO THEY DON'T GET THE LATITUDE TO TAKE LEAVE LIKE NORMAL OFFICERS WOULD.

SO THAT SUMMERTIME, WHEN THEY'RE NOT COMMITTED TO THE SCHOOL, IS WHEN THEY TAKE LEAVE WITH THEIR FAMILIES.

BUT IF THEY'RE NOT TAKING LEAVE, WHAT DO WE DO WITH THEM? WELL, WE WANTED TO PUT LANGUAGE IN THERE THAT WHATEVER IT IS, OUR CHAIN OF COMMAND KNOWS IT WILL BE WESTLAKE FOCUSED.

SO FOR OUR CURRENT ESTIMATE FOR FISCAL YEAR 24 RIGHT NOW, THIS YEAR, OUR KELLER POLICE DEPARTMENT OPERATING BUDGET IS RIGHT AT $11.8 MILLION.

AND AGAIN, THAT IS NOT CONSIDERED THE CRIME CONTROL DISTRICT THAT WE TALKED ABOUT EARLIER.

OUR FISCAL YEAR 24 ESTIMATE IS $1.2 MILLION.

LAST YEAR'S FINAL ESTIMATE WAS $1.177.

SO THIS YEAR WOULD BE AN INCREASE OF $31,211, WHICH IS A 2.65% INCREASE, PRIMARILY BECAUSE WE ADDED TWO DETENTION OFFICERS TO OUR JAIL.

NOW THAT COST IS SHARED BETWEEN COLLIERVILLE, ROANOKE AND SOUTHLAKE.

SO THE INCREASE WOULD JUST BE THE KELLER'S PORTION OF THAT.

AND THEN ALSO THE THERE ARE SOME NON OPERATING COSTS.

THAT'S 8.25% OF OUR SERVICE INTO WHAT THEY CALL NET, WHICH IS THE RADIO COVERAGE AND SERVICES AND CONSORTIUM THAT WE HAVE TO BE A PART OF AND OUR ACCREDITATION PROGRAM AS A WHOLE.

SO THOSE ARE THE REASONS WHY THE INCREASE OF $31,000.

NEXT SLIDE. THE LAST THING THAT I WANTED TO MENTION IN THIS FORUM BEFORE WE MOVE FORWARD IS OUR ANIMAL CONTROL BROUGHT THIS TO MY ATTENTION AND I WANTED TO BRING IT TO YOUR ATTENTION FOR CONSIDERATION.

SO CURRENTLY, KELLER, COLLIERVILLE AND SOUTHLAKE, WHEN WE WHEN WE GET CALLS TO FIND STRAY DOGS OR STRAY ANIMALS, WE GO UP AND COLLECT THOSE ANIMALS.

TELL OUR COLLEAGUES ON SOUTH LAKE OUR MANDATORY HOLD IS THREE DAYS.

ROANOKE HOLDS THEM FOR FOUR DAYS.

CURRENTLY WESTLAKE HOLDS THEM FOR 10.

SO, NUMBER ONE, WHEN WE PICK UP THESE STRAYS, THEY COULD BE RESIDENTS PETS, BUT MORE SO THAN NOT, THEY'RE DROPPED.

THEY'RE BASICALLY DROPPED OFF ON 114 AND ABANDONED.

AND SO WHEN WE PICK UP THESE ANIMALS.

WE HAVE TO WORRY ABOUT THE CONSIDERATION OF DISEASES COMING INTO ANIMAL CONTROL.

SO ALSO THE ADDITIONAL COST FOR CARING AND FEEDING FOR THEM, HOPING THAT THE HOMEOWNER WILL COME AND TAKE OWNERSHIP OF THEM.

SO THE OTHER PART ABOUT IT THAT I DIDN'T I WASN'T AWARE OF IF UNTIL THE WHOLE PERIOD IS DONE, A VET WON'T CARE FOR THEM.

SO IF THEY'RE INJURED OR IF THERE'S A MEDICAL PROBLEM WITH THEM, VETS WON'T TAKE THEM BECAUSE THERE'S NO ONE PAYING FOR IT.

SO IT HAS TO GO THROUGH THE WHOLE PERIOD BEFORE WE CAN TURN THEM OVER TO A VETERINARIAN NOW.

SO WE WILL STILL CLEAN THEM, FEED THEM AND EXERCISE.

BUT AS FAR AS TREATING THEM LIKE A VET WOULD, WE WON'T.

SO AND IF WE'RE HOLDING THEM FOR 10 DAYS, THAT ANIMAL IS GOING 10 DAYS WITHOUT THAT TREATMENT FROM A VET.

SO UNNECESSARILY HOLDING THEM.

ALSO IT AFFECTS I WASN'T AWARE OF THIS EITHER, BUT THE LONGER THAT THEY'RE HELD IN THE CRATES, THEY'RE NOT TURNED OVER TO THE HUMANE SOCIETY OF NORTH TEXAS.

SOME ANIMALS ARE SUSCEPTIBLE TO TURNING INTO BEING A KENNEL AGGRESSIVE, AND THEY START ADAPTING TO THEIR SURROUNDINGS AND SO IT ALSO CREATES AN UNNECESSARY RISK WHEN THEY HAVE THESE AGGRESSIVE ANIMALS AND THERE'S A 10 DAY HOLD.

WELL, WE WANT TO HOLD THEM FOR THE 10 DAYS FOR THE OWNER TO TAKE POSSESSION.

BUT IF THEY'RE AGGRESSIVE, IT'S AN UNNECESSARY RISK FOR MY ANIMAL CONTROL OFFICERS TO STILL DEAL WITH THE AGGRESSIVE DOGS BECAUSE WE'RE STILL HOLDING THEM FOR THAT TIME FRAME.

SO ONCE THE TIME FRAME IS OVER WITH AFTER THE HOLD, WE WOULD AUTOMATICALLY TURN THEM OVER TO HUMANE SOCIETY OF NORTH TEXAS TO BE TO PUT THEM UP FOR ADOPTION, TO CARE FOR THEM.

ONCE THEY GO OVER THERE, THEIR LIFE IS BETTER, THE PET'S LIFE IS BETTER.

THEY HAVE ACTUAL BEHAVIORISTS FOR THE PETS AND THEY HAVE THESE.

I'M LEARNING THESE TERMS TOO.

THEY GET MORE YARD TIME, BUT ENRICHMENT TIME.

SO THEY DO THESE THINGS FOR I'M NOT GOING TO HYPOCRISY HERE.

I DON'T KNOW ALL THE DETAILS, BUT IT'S SERVICES THAT THEY DO TO THE ANIMALS TO MENTALLY STIMULATE THEM AND EVERYTHING.

AND I COULD I COULD GET MORE DETAILS TO WHAT THAT IS.

BUT BASICALLY, JUST A QUICK QUESTION ON THAT.

SO IF IT HAPPENS TO BE A RESIDENT'S PET, CAN THEY STILL CLAIM THEM ONCE THEY GO TO THE HUMANE SOCIETY? ABSOLUTELY. SO SO ONCE WE IF WE PICK THEM UP AND LET'S SAY YOU TAKE IT TO 3 OR 4 DAYS, THAT TIME PERIOD IS GONE AND WE TURN THEM OVER TO HSMT.
