HE IS BEING HONORED IN SEVERAL WAYS, BUT SPECIFICALLY, I WANTED TO GIVE A LITTLE BIT OF INFORMATION ABOUT HIM.

DEPUTY CHIEF FIRE MARSHAL KELLY CLEMENTS SERVED PUBLIC SAFETY FOR OVER 30 YEARS.

HE STARTED HIS CAREER WITH DALLAS FIRE DEPARTMENT AND CRAFTED HIS ROLE AS A FIRE INSPECTOR FOR SIX YEARS, WHILE ALSO SERVING ON THE DALLAS POLICE RAID TEAM.

DURING THAT TIME, HE ALSO SERVED AS THE DEPUTY CONSTABLE FOR RESERVE FOR ELLIS COUNTY IN 2000.

DEPUTY CHIEF KELLY CLEMENTS MOVED TO SOUTHLAKE DEPARTMENT OF PUBLIC SAFETY, WHERE HE SERVED FOR OVER 24 YEARS.

HE UTILIZED HIS WIDE ARRAY OF SKILLS AS A POLICE OFFICER, A FIREFIGHTER, PARAMEDIC, AN ARSON INVESTIGATOR, AND FIRE INSPECTOR.

IN 2015, HE WAS PROMOTED TO DEPUTY FIRE CHIEF FIRE MARSHAL IN SOUTHLAKE FOR FIRE SERVICES.

IN FEBRUARY OF 24.

DEPUTY FIRE CHIEF CLEMENTS RETIRED FROM SOUTHLAKE FIRE DEPARTMENT AND JOINED WESTLAKE FIRE EMS DEPARTMENT.

DEPUTY CHIEF CLEMENTS HAS A B.A.

IN CRIMINAL JUSTICE AND PSYCHOLOGY FROM STEPHEN F AUSTIN UNIVERSITY, AND HE ALSO HAS A MASTER'S DEGREE IN MEDIATION FROM SOUTHERN METHODIST UNIVERSITY.

HE IS A HIGHLY CREDENTIALED A HOLDING CERTIFICATIONS FOR TCOL, WHICH IS TEXAS COMMISSION ON LIFE.

HE'S A MASTER CERTIFIED PEACE OFFICER, MASTER FIREFIGHTER, MASTER ARSON INVESTIGATOR, LICENSED PARAMEDIC, FIRE INSPECTOR, PLANS EXAMINER, CERTIFIED FIRE MARSHAL.

SAVING THE LIFE OF ANOTHER AND RECOGNIZING TIM HACKETT, PUBLIC WORKS CREW LEADER, FOR ACTIONS TAKING SAVING THE LIFE OF ANOTHER.

ON JULY 24TH, WE HAD AN AUTOMOBILE ACCIDENT OCCURRED ON DAVIS BOULEVARD IN WESTLAKE INVOLVING TWO VEHICLES.

I THINK Y'ALL WERE COMING BACK FROM LUNCH.

KYLE AND TIM OBSERVED THE ACCIDENT AND REALIZED THAT THE SECOND INVOLVED VEHICLE WAS CONTINUING TO RUN INTO THE OTHER VEHICLE AFTER INITIAL CONTACT.

KYLE AND TIM FOUND THE DRIVER OF THE SECOND INVOLVED VEHICLE THAT WAS EXPERIENCING A MEDICAL EMERGENCY.

IT WAS UNCONSCIOUS AND WHERE THEY, SELFISHLY AND WITHOUT REGARD TO THEIR OWN PERSONAL SAFETY, MADE A QUICK DECISION, BROKE THE WINDOW, DIDN'T YOU, TO GET ACCESS TO THE CAR AND YOU RENDERED AID TO THE UNCONSCIOUS DRIVER UNTIL THE WESTLAKE FIRE DEPARTMENT THAT'S HERE TONIGHT THAT RESPONDED.

EMS DEPARTMENT ARRIVED ON THE SCENE AND YOU KNOW BOTH KYLE AND TIM PLACING HIMSELF.

BOTH OF THEM IN IMMINENT DANGER, PERFORMED A PURPOSEFUL, DISTINCTIVE AND SUCCESSFUL LIFE SAVING ACT OF ANOTHER HUMAN BEING.

BE IT RESOLVED THAT I, KIM GREAVES, MAYOR OF WESTLAKE, TEXAS, THE TOWN COUNCIL, AND ON BEHALF OF OUR CITIZENS, RECOGNIZE, THANK AND HONOR KYLE AND TIM FOR THEIR UNSELFISH AND HEROIC ACT TO SAVE THE LIFE OF ANOTHER.

TODAY IS GOING TO BE THE LAST OVERVIEW.

LOOK AT THE PROPOSED BUDGET FOR FISCAL YEAR 25 BEFORE IT IS PUBLISHED FOR PUBLIC INSPECTION NEXT WEEK.

SO BASED ON THE CONVERSATION WE HAD TWO WEEKS AGO, AS FAR AS THE SLAS AND MARKET ADJUSTMENTS, WHAT YOU ARE GOING TO BE VOTING ON IN THE UPCOMING MONTHS IS A BUDGET OF ROUGHLY $24.5 MILLION.

THAT'S ABOUT $1 MILLION OVER LAST YEAR'S ADOPTED BUDGET.

FOR REVENUES.

NO MAJOR CHANGES FROM WHAT YOU'VE SEEN PREVIOUSLY.

THE ONLY UPDATED NUMBER THAT WE CAN TALK ABOUT IS THE PROPERTY TAX REVENUE.

WE DID GET CERTIFIED VALUES ON JULY 25TH.

THE RATES HAVE BEEN CALCULATED AND SO NOW WE'VE GOT JUST A LITTLE OVER $4 MILLION PROPOSED FOR NEXT YEAR'S REVENUE.

ON THE EXPENDITURES.

THESE ARE WHERE THE BULK OF THE CHANGES ARE, AGAIN, BASED ON THE CONVERSATION WE HAD TWO WEEKS AGO REGARDING THE SERVICE LEVEL ADJUSTMENTS AND THE DIFFERENT COMPENSATION ADJUSTMENTS. SO WHAT YOU'RE SEEING HERE ARE GOING TO BE THE BIG CHANGES ON THE TOWN SIDE PAYROLL TO ACCOMMODATE FOR THOSE FIVE FTES THAT WERE HEAD NODDED ON LAST GO ROUND.

THAT'S THREE FIREFIGHTERS AND TWO PUBLIC WORKS EMPLOYEES.

THE OPERATIONS COSTS IN HERE ALSO INCLUDE THE $1.3 MILLION FOR REPLACEMENT FIRE ENGINE AND $120,000 FOR A VAC TRAILER FOR WATER AND SEWER AND THEN THE LAST CHANGE IS HERE ARE GOING TO BE FOR THAT SUBSIDY FROM THE TOWN DIRECTLY TO WESTLAKE ACADEMY, AND THAT'S TO ACCOMMODATE THAT ADDITIONAL AVERAGE 2% FOR STAFF OVER ON CAMPUS. SO WHENEVER WE'RE LOOKING AT THE GENERAL FUND, WHICH IS OUR MAJOR OPERATING FUND, WHAT YOU'RE GOING TO BE VOTING ON IS AN ALMOST $15 MILLION BUDGET OVER LAST YEAR.

AGAIN, THIS IS WHERE A LOT OF THOSE SLA DOLLARS ARE GOING TO BE HOUSED.

THOSE FIREFIGHTERS AND FIRE ENGINES AND ALL THE MARKET ADJUSTMENTS FOR COMPENSATION.

IN THE UTILITY FUND, THE CHANGES THERE HAVE TO DO WITH THOSE TWO FTES FOR PUBLIC WORKS AND THE $120,000 FOR THE VAC TRAILER.

ANY QUESTIONS ON PROPOSED BUDGET OR IT GOES OUT FOR PUBLIC INSPECTION NEXT WEEK? NO, BUT, CAYCE, I WANTED TO JUST THANK YOU FOR ALL YOUR HARD WORK THE LAST FEW YEARS YOU'VE BEEN HERE.

THIS IS PROBABLY THE MOST WELL EXECUTED BUDGET I'VE SEEN.

AS A GOVERNING BODY YOU HAVE THE ABILITY TO LEVY A PROPERTY TAX RATE ON ALL REAL PROPERTY WITHIN OUR LIMITS.

WHAT WE SAW THIS YEAR IS TOTAL CERTIFIED VALUES, MEANING ALL OF THE REAL PROPERTY WITHIN THE TOWN OF WESTLAKE IS ABOUT $2.5 BILLION FOR THE NEXT YEAR.

THAT'S HOW WE START DOING ALL THE FUN MATH OF SETTING A TAX RATE IN KC.

THAT'S RESIDENTIAL AND COMMERCIAL.

THAT'S EVERYTHING, CORRECT? CORRECT AND SO THAT IS ABOUT A 9% INCREASE OVER LAST YEAR'S CERTIFIED VALUES.

FOR HOMEOWNERS, WHAT THEY'LL SEE IS ABOUT AN 8% INCREASE ON AN AVERAGE TAXABLE HOME VALUE AND WHAT THAT TRANSLATES TO ON THEIR TAX BILL WHENEVER THEY'RE WRITING US A CHECK IS ABOUT $300 PER HOUSEHOLD.

YEAR OVER YEAR. ANY QUESTIONS ON VALUES? YOU ALL GET TO HEAR A LOT MORE, BECAUSE WE DO HAVE OUR CHIEF APPRAISER IN THE AUDIENCE TONIGHT TO GIVE AN UPDATE.

ALL RIGHT AND THEN WHENEVER WE'RE TALKING ABOUT TAX RATES LATER ON THIS EVENING, YOU'LL BE ASKED TO VOTE ON A MAXIMUM TAX RATE THAT YOU'LL CONSIDER.

WE ARE SLIDING THAT OVER TO THE NO SIDE IN ORDER TO ACCOMMODATE THOSE DIFFERENT SLAS, HELP BUILD UP THAT BALANCE AND KEEP THAT TAX RATE AS FLAT AS WE CAN.

SO RIGHT NOW THE APPRAISAL DATABASE WAS NOT COMPROMISED.

I KNOW THERE'S A LOT OF INFORMATION THAT WAS KIND OF GOING AROUND AT THE BEGINNING, REALLY.

IT WAS MORE OF A FILE SHARE SERVER THAT WAS THAT WAS ACTUALLY COMPROMISED AND THERE WERE ROUGHLY 300 PEOPLE THAT WERE AFFECTED THAT THEIR INFORMATION ON THEIR HOMESTEAD FORMS. THERE'S A PLACE FOR YOUR SOCIAL SECURITY NUMBER THAT WE DON'T NEED, BUT IT'S ON THE STATE FORM AND SO PEOPLE HAD FILLED THAT IN AND THAT WAS COMPROMISED.

SO THAT'S HOW THOSE 300 PEOPLE WERE AFFECTED.

WE DO OUR ATTORNEYS DID OFFER THEM CREDIT MONITORING, SO THE PEOPLE WERE ABLE TO SIGN UP AND BASICALLY HAVE THEIR THEIR CREDIT MONITORED FOR A PERIOD OF TIME.

THE BOARD OF DIRECTORS HAS ALSO APPROVED PURCHASING ROUGHLY $1.5 MILLION WORTH OF EQUIPMENT AND SOFTWARE TO PREVENT THIS, OR AT LEAST MITIGATE THE LIKELIHOOD.

I MEAN, WE STILL HAD WINDOWS XP MACHINES ON THE SERVER, ON THE NETWORK.

I MEAN, THIS KIND OF GIVES YOU THE IDEA THAT HOW OLD SOME OF THE EQUIPMENT WAS.

WE STILL HAVE TEN YEAR OLD SERVERS THAT WE'RE TRYING TO REPLACE RIGHT NOW.

SO THE EXISTING SYSTEM IS CALLED AMENTUM SYSTEM.

I HAD IN WACO BEFORE THIS, BEFORE I MOVED UP HERE WAS 24 YEARS OLD, BUT IT COULD RUN CIRCLES AROUND THE ONE WE HAVE RIGHT NOW.

IT'S FRUSTRATING, LIKE DEALING WITH YOUR STAFF, LOOKING AT THE TOTALS AND TRYING TO FIGURE OUT THE NUMBERS.

IT'S EXTREMELY DIFFICULT FOR ME TO EVEN VALIDATE THE DATA, THE NUMBERS THAT ARE COMING OUT OF IT AND YEAH, IT'S BAD.

SO WE'RE LOOKING TO REPLACE THAT PART OF OUR BUDGET THAT WE HAVE PROVIDED TO THE ENTITIES.

IT'S ROUGHLY 16 TO 17% INCREASE OUR OPERATIONAL EXPENSE.

WE'RE TRYING TO HOLD FLAT.

SO THE NORMAL THINGS THAT WE DO EVERY YEAR, WE'VE MANAGED TO KEEP THAT FLAT.

THE 17% IS BASICALLY REPLACING THE CAMERA SYSTEM.

RIGHT NOW. WE SPEND 300,000 A YEAR ON MAINTENANCE COST.

IT'LL BE GOING TO ROUGHLY $3 MILLION WITH THE NEW SYSTEM.

BUT THE NEW SYSTEM IS CUTTING EDGE TECHNOLOGY.

THERE ARE 17 OTHER COUNTIES THAT USE IT.

AS YOU GUYS ARE VERY WELL AWARE, WE HAVE SOME PRETTY SERIOUS DRAINAGE ISSUES OUT THERE THAT WE'VE BEEN ACTIVELY YOU KNOW, WE HAD A SURVEY DONE GEOLOGICAL SURVEY DONE TO KIND OF HAVE A LOOK AT THE DRAINAGE.

WE WERE ABOUT TO GET INTO THAT REPAIR PHASE OF THAT AREA.

BUT THESE DONORS HAVE COME FORWARD AND SAID THAT THEY WOULD LIKE TO ASSIST US IN DOING THOSE THINGS.

SO WE HAVE AN OPPORTUNITY HERE TO SPEND A CONSIDERABLE AMOUNT OF MONEY, BUT IT'S STILL MUCH LESS THAN THE THAN THE ENTIRE PROJECT.

SO THE GAME FIELD WILL HAVE NEW GRASS TURF ON IT NATURAL TURF AND THEN ON THE MULTIPURPOSE FIELD, WE'RE GOING TO GO WITH AN ALL SEASON OR A SYNTHETIC TURF THAT WILL GO ON THAT ALL PURPOSE FIELD.

THAT ALL PURPOSE FIELD IS USED AS A PLAYGROUND AS WELL AS USED FOR SOCCER GAMES AND FOOTBALL PRACTICE.

IT TAKES A LOT HEAVIER USE THAN THE GAME FIELD DOES, AND THEREFORE IT NEEDED A LITTLE MORE STABILITY AND HOW THAT THING IS PUT TOGETHER.

SO SYNTHETIC TURF IS GOING TO GO A LONG WAY.

THIS SYNTHETIC TURF IS ALSO ONE OF THE THINGS WE CONSIDERED, SINCE IT IS A PLAYGROUND AREA FOR THE SCHOOL.

YOU KNOW, A LOT OF THE SYNTHETIC TURFS AND YOU'LL SEE IT ON NFL GAMES.

THE THE PLAYGROUNDS ARE SITUATED IN BETWEEN A COUPLE OF BUILDINGS.

SO THOSE PLAYGROUNDS ARE PRETTY SUBSTANTIAL IN SIZE.

THE HOC ACTUALLY WENT THROUGH AND RAISED QUITE A BIT OF MONEY.

THEY RAISED ABOUT $30,000 IN ORDER TO START THIS PROJECT.

OUR STAFF HAS BEEN ABLE TO TAKE THAT AMOUNT AND THEN KIND OF HAVE A LOOK AT THE PROJECT AND SEE DREAM A LITTLE BIGGER AND SEE EXACTLY WHAT WE WANT TO HAVE OUT THERE.

SO THE 141,002 12 FOR THE TOTAL PROJECT WILL ACTUALLY BE TWO DIFFERENT COVERS THAT WILL COVER BOTH OF THE PLAYGROUND EQUIPMENT THAT IS OUT THERE, AND IT WILL ALSO RESURFACE THE CURRENT.

THE SMALLER OF THE TWO PLAYGROUNDS HAS A WOOD CHIP BASE.

WE'RE GOING TO REPLACE THAT WITH A SYNTHETIC TURF, A PADDED SYNTHETIC TURF BASE.

IT'S GOING TO BE SAFER FOR OUR KIDS AND THEN OBVIOUSLY WITH THE SHADE COVER IT'S GREAT FOR OUR KIDS AND ALSO VERY GOOD.

AND SHELLY AS WELL FROM THE FOUNDATION, BUT JUST WANT TO LET EVERYBODY KNOW THAT, YOU KNOW, WE WERE APPROACHED TO WITH SOME POSSIBLE CHANGES TO THE BYLAWS. THEY ALLOWED ME TO ASSIST IN THAT AS WELL.

SO WE HAVE SOME WE HAD KIND OF A BACK AND FORTH, SOME REDLINING THAT WENT THROUGH.

SO OVER THE YEARS, 20 YEARS LATER IT HAS ALWAYS BEEN THE BOARD AND STAFF'S.

MODUS OPERANDI.

WE STAY NEUTRAL, AND IT IS OUR ROLE TO GET ALONG WITH EVERYONE AND BECAUSE EVERYONE IS A DONOR AND EVERYONE IS A POTENTIAL SUPPORTER OF THE ACADEMY AND WE'RE ALL WORKING TOWARD THE SAME THING, WHICH IS HAVING THE ACADEMY BE THE BEST THAT IT CAN BE.

SO RIGHT NOW IN OUR BYLAWS, IT DOES STATE THAT COUNCIL HAS TO HAVE FINAL APPROVAL OF OUR DIRECTORS.

THERE'S ALSO BEEN I THINK, DISCUSSION ON BEING ABLE TO SO NOT ONLY APPOINT BUT REAPPOINT AND PERHAPS NOT REAPPOINT AND REMOVE DIRECTORS.

THAT CONFLICT IT WAS CHALLENGING TO HANDLE IN THE LAST COUPLE OF YEARS.

SO IT REALLY SEEMED LIKE TO AS THINGS EVOLVE AND GROW AND CERTAINLY THE FOUNDATION IS A MORE MATURE ORGANIZATION, AS IS THE ACADEMY.

THIS SEEMED TO BE THE TIME TO HAVE THAT INDEPENDENCE, BUT ALSO, FRANKLY, TO BE IN LINE WITH THE OTHER AFFILIATES.

SO IF WE'RE LOOKING AT AFFILIATES POLICIES, THE FOUNDATION, THE [INAUDIBLE] THE BOOSTER CLUB, ALL THE LATTER TWO HAVE INDEPENDENT BOARDS MEET WHEN THEY WANT, HAVE THEIR OWN OFFICERS, DIRECTORS, ETC.

SO IT'S REALLY LOOKING FIRST AND FOREMOST TO HAVE A STANDARD PRACTICE FOR THE THREE AFFILIATES.
