[A. CALL REGULAR MEETING TO ORDER AND ANNOUNCE QUORUM PRESENT]
[00:00:02]
BEFORE WE GET INTO THE INVOCATION WE'RE GOING TO START A NEW TRADITION TODAY.
AND WE CERTAINLY SET EXAMPLES FOR OUR CHILDREN.
AND I THINK YOUR COMMENT WAS TO REMIND US WHY WE'RE ALL HERE, WHICH I LOVE THAT COMMENT.
SO LET'S DO THE INVOCATION AND THEN WE'LL INTRODUCE OUR GUESTS.
THE OPPORTUNITY TO BE TOGETHER AS A GROUP AND JUST TO HAVE THE PRIVILEGE OF OVERSEEING THIS TOWN.
I WOULD JUST ASK THAT YOU BE WITH US BE WITH OUR DECISION MAKING.
HELP US MAKE THOSE DECISIONS THAT WILL MAKE YOU PROUD, LORD.
AMEN. SO TODAY WE HAVE JACK AND ARI CHAVES.
THE CHILDREN OF DANNY AND TIFFANY.
JACK IS IN THIRD GRADE, AND ARI IS IN FIRST.
WE'RE SO GLAD YOU ALL ARE HERE.
MEET US UP FRONT. WE'LL DO THE PLEDGE AND THE TEXAS PLEDGE.
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
HONOR THE TEXAS FLAG; I PLEDGE ALLEGIANCE TO THEE, TEXAS ONE, STATE UNDER GOD ONE AND INDIVISIBLE.
CLEARLY FEELING THE PRESSURE AS I MESSED UP THE WORDS TO THE PLEDGE.
I THOUGHT I'D RAT MYSELF OUT FIRST THAN BLAME IT ON THE KIDS.
Y'ALL THANK YOU. DANNY THANK YOU SO MUCH.
WE'RE GOING TO PUT AGENDA ITEM C, C.1, AND D, WE'RE GOING TO PUT ON HOLD.
WE WILL BRING THAT BACK AND LET'S GO TO AGENDA ITEM E CITIZEN AND PARENT COMMENTS.
OUTSTANDING. JON'S IN THE BACK JUST READY.
SO ITEM F AGENDA ITEMS OF COMMUNITY INTEREST.
[F. ITEMS OF COMMUNITY INTEREST]
GOOD AFTERNOON MAYOR. GOOD AFTERNOON COUNCIL AND GOOD AFTERNOON EVERYBODY.WE HAVE A REALLY BUSY SEPTEMBER AND OCTOBER, SO I'LL TRY TO GET THROUGH THIS AS QUICKLY AS POSSIBLE.
BUT A LOT OF EXCITING THINGS GOING ON AT BOTH THE ACADEMY AND IN THE TOWN.
WE HAVE THE LONE STAR LEGISLATIVE REPORT ON FRIDAY, SEPTEMBER 13TH, FROM 11 TO 1.
THAT'S AT THE TEXAS MOTOR SPEEDWAY.
AND I HAVE RSVP'S, I BELIEVE, FROM DOCTOR RITCHIE, THE MAYOR, I BELIEVE TODD AS WELL.
SO IF YOU GUYS ARE INTERESTED IN COMING, PLEASE LET ME KNOW BY TOMORROW IF YOU CAN.
AND WE'RE GOING TO GET YOUR NAMES IN THERE.
SO IT SHOULD BE AN INTERESTING TOPIC FOR SURE.
THAT'S ONE OF THE BIG, BIG EVENTS FOR THE CHAMBER.
OUR NEXT TOWN COUNCIL MEETING IS MONDAY, SEPTEMBER 16TH AT 4:00.
BLACKSMITH GIVING DAY IS COMING UP BEFORE WE KNOW IT, THURSDAY, SEPTEMBER 19TH.
YOU'RE ABLE TO DONATE BEFORE THEN.
IT'S OPEN RIGHT NOW, AS A MATTER OF FACT.
BUT THE ACTUAL BLACKSMITH GIVING DAY IS ON THE 19TH.
THE GOAL IS TO RAISE $1.25 MILLION.
THEN WE HAVE SOMETHING REALLY COOL COMING UP.
[00:05:07]
AND IT'S GOING TO BE RIGHT OVER HERE IN THE CONFERENCE ROOMS. RIGHT ACROSS THE RIGHT, DOWN THE HALL, RATHER FROM THE COUNCIL CHAMBER.AGAIN, THAT'S GOING TO BE ON SEPTEMBER 26TH.
RESIDENT FEEDBACK IS SO INCREDIBLY IMPORTANT.
THE VERY NEXT DAY ON FRIDAY FROM 10 TO 12 P.M.
HERE IN THE CONFERENCE ROOMS AS WELL, IS GOING TO BE PART OF THE CORPORATE STAKEHOLDERS MEETING.
SO WE WANT TO INCLUDE EVERYBODY.
SO THE DAY BEFORE IS GOING TO BE RESIDENTS GIVING FEEDBACK.
THE VERY NEXT DAY IT'S GOING TO BE CORPORATE PARTNERS.
SO HOPEFULLY EVERYBODY CAN ATTEND THE ONE ON THE 26TH FROM 6 TO 9.
JUST A COUPLE OF OTHER ITEMS TO TALK ABOUT.
WE GOT OUR FALL CLEANUP ON OCTOBER 5TH FROM 9 TO 12.
YOU HAVE TO HAVE TO BE A WESTLAKE RESIDENT TO TAKE PART IN IT.
SO JUST SHOW PROOF OF RESIDENCY, WHETHER IT BE A WATER BILL OR YOUR ID.
OUR WESTLAKE TOGETHER CONCERT SERIES IS KICKING OFF ON OCTOBER 9TH AND THE 23RD, AND I'M GOING TO GO OUT ON A LIMB AND SAY THAT THIS BY FAR IS GOING TO BE OUR BIGGEST CONCERT SERIES OF ALL TIME.
AND THE REASON WHY IS WE'VE GOT TWO GREAT ACTS.
HAZZARD COUNTY IS THE FIRST ONE ON OCTOBER 9TH.
THEY PLAY A LOT OF TOP 40 COUNTRY HITS FROM TODAY AND YESTERYEAR, THAT KIND OF THING.
SO THAT'S GOING TO BE ON OCTOBER 9TH AND THEN THE BIG ONE.
MAYOR I KNOW YOU'RE VERY EXCITED ABOUT THIS SINCE YOU'RE A BIG SWIFTIE.
YES, WE'VE GOT IT. YEAH, ABSOLUTELY.
IT GETS THOUSANDS OF PEOPLE WHEN SHE GOES.
SO THIS IS GOING TO BE A LOT OF FUN.
AGAIN, THAT'S ON THE 23RD FROM 6 TO 7:30.
WE HOPE EVERYBODY CAN COME OUT TO THOSE.
THERE'S GOING TO BE FOOD, DRINKS KIDS GAMES, ALL KINDS OF ACTIVITIES.
AND IT'S A GREAT OPPORTUNITY TO BRING WESTLAKE AND OUR RESIDENTS TOGETHER.
AND THEN FINALLY WITH AN UPDATE ON ALL THE EXCITING THINGS GOING ON AT WESTLAKE ACADEMY, WE'D LIKE TO WELCOME MISS MICHELLE BRIGGS FOR A SPECIAL PRESENTATION. HELLO, EVERYBODY.
I AM THE NEW DIRECTOR OF INNOVATION AND DEVELOPMENT AT WESTLAKE ACADEMY.
IT'S ONE THING TO SAY WE'RE AN IB WORLD SCHOOL, BUT WHAT DOES THAT MEAN? AND SPECIFICALLY, WHAT DOES THAT LOOK LIKE IN THE CLASSROOMS AT WESTLAKE.
IT'S GOING TO BE JUST AN OVERVIEW.
SO IT'S NOT LOOKING AT ANYTHING SPECIFIC.
BUT IN SUBSEQUENT MEETINGS YOU'LL SEE PRACTICES SPECIFIC PIECES OF THE IB CURRICULUM AND WHAT THOSE LOOK LIKE FOR IB IN GENERAL, BUT SPECIFICALLY AT WESTLAKE.
YES [INAUDIBLE]. WILL YOU BE ARCHIVING THOSE ON THE TOWN WEBSITE OR ON THE TOWN'S YOUTUBE PAGE? YES, MA'AM. OKAY.
THEY SHOULD BE. WELL, I GUESS I SHOULDN'T SAY THAT.
IT'LL BE UP TO DOCTOR RITCHIE, BUT I WOULD HOPE SO.
WE'LL HAVE DIFFERENT VENUES TO SHARE THOSE.
WE'RE WORKING WITH JOE, OF COURSE, BECAUSE HE'S OUR COMMUNICATIONS DIRECTOR.
SO THIS IS JUST A PIECE THAT IS MORE EDUCATIONAL AROUND IB.
AND THEN JOE WILL BE HELPING US PUSH THOSE THINGS.
IT SOUNDED LIKE VIDEOS THAT COULD BE EVERGREEN.
YEAH, ABSOLUTELY. THANK YOU GUYS.
JON, I GOT A COUPLE OF THINGS I.
OH, YOU WALKED OFF LIKE IT WASN'T THERE.
I'M GOING TO WATCH YOU WATCH THE VIDEO.
THERE YOU GO. [LAUGHTER] YOU THREW JASON OFF.
THAT'S WHY I DID THAT. EXACTLY.
[00:10:18]
WE ARE WESTLAKE ACADEMY.WE LEARN. WE ENCOURAGE. WE COMMUNICATE.
WE ARE WESTLAKE ACADEMY AND WE ARE IB.
WE ARE WESTLAKE ACADEMY AND WE ARE IB.
WE ARE IB. WE ARE WESTLAKE ACADEMY AND WE ARE IB.
UNBELIEVABLE. [APPLAUSE] I MEAN, I SEE YA LUGGING YOUR CAMERAS AROUND AND STUFF.
HEY, JON, YOU LOST ME IN YOUR 13 ITEMS THERE.
CAN YOU GO BACK TO NUMBER ONE AND READ THEM ALL AGAIN? THE. OH, WAIT.
HOW ABOUT JUST SHOOT ME AN EMAIL.
WHICH ONE? ALL OF YOUR COMMENTS. ALL OF THEM.
YOU GOT IT. YOU JUST WERE GOING A LITTLE FASTER THAN I HAVE CAPACITY.
I MEAN, WE TALKED ABOUT YOU KNOW, EARLY ON, AND IT DOES SEEM LIKE THIS HAS BEEN YEARS AND IT'S BEEN BASICALLY 100 DAYS, RIGHT, SINCE YOU GUYS HAVE GOT HERE.
I'VE NEVER BEEN AND I'VE SAID THIS, WE'VE HAD A COUPLE OF THINGS GOING ON.
I'VE NEVER BEEN SO EXCITED IN MY 15 YEARS ABOUT OUR SCHOOL AND THE DIRECTION IT'S GOING.
SO THANK YOU ALL. THANK YOU VERY MUCH.
WE APPRECIATE THAT. AND YEAH, I MEAN, THE CREDIT GOES TO MICHELLE.
WHEN YOU SEE THINGS IN THE SUBSEQUENT MONTHS, YOU'RE GOING TO SEE THINGS WITH THE APPROACHES TO TEACHING, APPROACHES TO LEARNING THE LEARNER PROFILE, ALL THOSE THINGS WHERE IF YOU'RE IN AN IB SCHOOL, THOSE ARE WHAT WE LIVE EVERY DAY.
[00:15:03]
INSTRUCTION.IT'S JUST OUTSTANDING. WELL, JUST A COUPLE OF COMMENTS OF COMMUNITY INTEREST.
SO I THINK THE COMMUNICATION WE'RE HAVING, YOU KNOW, I KNOW WE'VE TALKED ABOUT THIS.
WE HAD A GROUP OF RESIDENTS GET TOGETHER PROBABLY SIX, SIX, EIGHT WEEKS AGO.
AND LT HAD HIS FOLKS FROM TCU COME OVER TO LOOK AT OUR FIELD.
AND FROM THAT CONVERSATION WE ARE NOW WE'VE CROWNED THE FIELD HAVE NEW GRASS FOR OUR FOOTBALL PLAYERS THROUGH A VERY GENEROUS DONATION THROUGH RESIDENT TRAVIS HASKINS. HE DONATED LIGHT POLES.
WE HAVE LIGHTS AT OUR STADIUM.
WE HAD FRIDAY NIGHT, WE HAD OUR JUNIOR HIGH GAME AND OUR VARSITY GAME.
WE HAD OVER 600 PEOPLE AT THE FOOTBALL.
IT LOOKED LIKE A NORMAL HOMECOMING GAME.
WE RAN OUT OF EVERYTHING IN CONCESSIONS.
BUT I THINK THAT'S THE BAR THAT WE'RE SETTING OUR VOLLEYBALL GAMES.
WE HAVE FOUR GIRLS VOLLEYBALL TEAMS, SEVENTH, EIGHTH, JUNIOR VARSITY AND VARSITY.
YOU CAN JUST FEEL THE MOMENTUM OF THE SCHOOL.
WHEN I READ YOUR RESUME, I REALLY FEEL INADEQUATE.
YOU HAVE YOUR UNDERGRADUATE FROM UNIVERSITY OF GEORGIA.
YOU GOT A MASTER'S FROM GEORGIA INSTITUTE OF TECHNOLOGY.
YOU HAVE ANOTHER MASTER'S FROM MASSACHUSETTS INSTITUTE OF TECHNOLOGY, MIT WORKING ON THAT ONE.
I REALLY FEEL I REALLY NEED TO UP MY GAME, SO.
BUT WE ARE SO GLAD YOU'RE HERE.
THIS IS YOUR FIRST FULL WEEK OR? PARTIALLY FIRST FULL WEEK.
SO WE ARE SO, SO HAPPY YOU'RE HERE WITH US.
GLAD YOU'RE HERE. ANYTHING ELSE JON? THANK YOU VERY MUCH.
[G. CONSENT AGENDA]
DOES ANYBODY HAVE ANYONE WE NEED TO PULL OUT? CAN I GET A MOTION TO APPROVE THE CONSENT AGENDA? SO MOVED.CAN I GET A SECOND? SECOND. ALL IN FAVOR? AYE. ANY OPPOSED? MOTION CARRIES.
THANK YOU VERY MUCH. AGENDA ITEM H H.1.
[H.1. RES 24-59 Consider and act to approve Resolution 24-59 approving a professional services agreement with Freese and Nichols, Inc. for a Water Master Plan in an amount not to exceed $132,000 (Cheryl Taylor, P.E., Director of Public Works)]
RESOLUTION 24-59.FOR A WATER MASTER PLAN IN THE AMOUNT NOT TO EXCEED $132,000.
YES MA'AM? THE CONSULTANT. EXCUSE ME.
THE ITEM THIS EVENING IS A PROFESSIONAL SERVICES AGREEMENT FOR THE TOWN WATER MASTER PLAN.
CONSULTANT WILL WORK WITH STAFF TO COLLECT WATER SYSTEM DATA, GIS FILES, RECORD DRAWINGS AND PERFORM PRESSURE TESTS THROUGHOUT THE TOWN TO DETERMINE A BASELINE FOR THE TOWN'S EXISTING WATER SYSTEM.
AS I MENTIONED IN A PREVIOUS MEETING, THIS IS THE THIS IS THE STARTING POINT FOR BUILDING OUR CIP.
THIS IS THE TOWN'S EFFORT IN PUTTING DOING THE FUTURE PLANNING FOR ALL OF THE FUTURE DEVELOPMENT THAT'S COMING AND BEING PREPARED FOR WHAT'S TO COME? SO THE TOTAL COST OF THE WATER MASTER PLAN IS $132,000 AND WILL BE FUNDED WITH A UTILITY FUND FUND BALANCE.
CURRENTLY, THE FUND BALANCE OF THE UTILITY FUND IS APPROXIMATELY $8 MILLION.
SO HERE'S THE SCHEDULE THAT WE'RE GOING BY.
[00:20:05]
THE WATER MODEL ITSELF WILL BE 3 TO 3 AND A HALF MONTHS, AND PROJECT KICKOFF WILL BE AT THE END OF THIS MONTH.THE WATER, WASTEWATER AND ROADWAY IMPACT FEE STUDY WILL LAG BEHIND SLIGHTLY.
THIS SCHEDULE HAS BEEN PROVIDED TO BAKER TILLY.
THEY ARE WORKING WITH THE TOWN TO CREATE A STRATEGIC MASTER PLAN, AND THEY'LL USE THE CIP THAT COMES OUT OF THE WATER MODEL TO LEAD THAT EFFORT AND TO HELP WITH THE FISCAL SUSTAINABILITY PART OF THE STRATEGIC PLAN.
AT THIS TIME, I'D LIKE TO INTRODUCE ANDREW FRANKO, PROFESSIONAL ENGINEER WITH FREESE AND NICHOLS, TO WALK YOU THROUGH THE WATER MASTER PLAN PROCESS AND TO ANSWER ANY DETAILED OR TECHNICAL QUESTIONS FOR YOU.
GOOD AFTERNOON. THANK YOU, MAYOR AND COUNCIL, FOR HAVING ME HERE THIS AFTERNOON TO TALK.
I WANT TO GIVE YOU ALL A GOOD IDEA OF THE PROCESS THAT WE'RE GOING TO BE WALKING THROUGH OVER THE NEXT FEW MONTHS TO MAKE SURE THAT EVERYBODY HAS A GOOD UNDERSTANDING AND KNOWS WHAT TO EXPECT GOING FORWARD, THOUGH, YOU KNOW, THE BIG FIRST QUESTION IS WHY ARE WE DOING THIS? WHAT'S THE BIG PURPOSE OR DRIVER OF CONDUCTING A WATER MASTER PLAN? WHAT WE'RE TRYING TO DO IS WE'RE TRYING TO CONDUCT A ROADMAP, A ROADMAP FOR THE FUTURE.
WE'RE TRYING TO IDENTIFY WHERE WE ARE RIGHT NOW POINT A IN THE FUTURE WHERE WE WANT TO BE IN POINT B FIVE YEARS, TEN YEARS GOING OUT ALL THE WAY OUT TO BUILD OUT, TRYING TO IDENTIFY WHAT WE HAVE NOW, WHAT OUR DEFICIENCIES ARE, AND THEN WHERE DO WE WANT TO GROW AND BUILD FOR THE FUTURE.
IT HAS ALL THE WHO, WHERE, WHEN, WHAT, WHY AND HOW OF WATER SYSTEM IMPROVEMENTS FOR YOUR TOWN.
AND AT THE END OF THE DAY, WHAT WE'RE TRYING TO DO IS BUILD SOME SYNERGY.
YOU'RE DOING A STRATEGIC PLAN RIGHT NOW.
OUR LEVEL OF SERVICE? WHERE WE ARE AT? ARE WE HAPPY WHERE IT IS NOW? DO WE WANT TO INCREASE IT? AND IF WE DO WANT TO INCREASE THAT, WHAT DOES THAT LOOK LIKE FROM A NEEDS AND A COST STANDPOINT? INCREASING SYSTEM RELIABILITY, ACCOMMODATING FOR WHAT FUTURE GROWTH MAY BE COMING IN AND MAKING SURE AT THE END OF THE DAY, WE ARE IN COMPLIANCE WITH ALL THE REGULATORY AGENCIES THAT LOOK AT OUR WATER SYSTEM.
SO THE PROCESS ITSELF, YOU CAN SEE ALL THE DIFFERENT STEPS.
IT'S JUST A LITTLE BIT MORE DETAILED THAN WHAT CHERYL HAD ON PREVIOUS SLIDE.
BUT ONE OF THE FIRST THINGS WE WANT TO DO IS LOOK AT THINGS FROM A DEMOGRAPHIC STANDPOINT.
WHERE ARE WE? ARE WE GROWING FROM A POPULATION PERSPECTIVE? ARE WE GOING TO GROW FROM A NONRESIDENTIAL? ARE THERE GOING TO BE COMMERCIAL, INDUSTRIAL, OTHER TYPES OF USES THAT ARE COMING INTO WESTLAKE? THEY'RE GOING TO USE WATER.
SO WE NEED TO HAVE A HAVE AN IDEA OF THE NUMBER OF PEOPLE THAT WORK HERE ON A DAILY BASIS.
AND ONCE WE KNOW WHAT OUR WATER DEMANDS LOOK LIKE, THEN WE START ASSESSING THE SYSTEM TO FIGURE OUT WHERE WE HAVE ISSUES AND WHERE WE NEED TO BE PLANNING FOR FUTURE DEMANDS GOING FORWARD. SO Y'ALL PURCHASE YOUR WATER FROM CITY OF FORT WORTH.
DO WE NEED TO ASK FOR MORE IN THE FUTURE? THERE'S GOING TO BE IMPLICATIONS FOR THAT AS WELL.
SO HAVING AN OPEN DIALOG WITH YOUR PROVIDER IS GOING TO BE KEY IN THIS PROCESS AS WELL.
KIND OF THAT MIDDLE GRAY BOX WHERE YOU TALK ABOUT DOING PRESSURE TESTING, BUILDING A MODEL FIELD, VERIFYING SYSTEM PERFORMANCE ANALYSIS, THESE ARE ALL THE HYDRAULIC EVALUATIONS THAT WE LOOK AT IN ORDER TO DETERMINE WHAT THE NEEDS AND THE CIP IS GOING TO LOOK LIKE.
FINALLY, ON THE BOTTOM CONDITION ASSESSMENT, WE'RE GOING TO BE GOING OUT TO THE TOWN'S PUMP STATION AND DOING A CONDITION ASSESSMENT, LOOKING AT ALL THE DIFFERENT COMPONENTS OF THAT FACILITY TO IDENTIFY WHAT DO WE NEED TO DO TO MAYBE ENHANCE OR DO SOME REHABILITATION OF THE PUMP STATION, AND THEN DOING A SYSTEM RESILIENCY ASSESSMENT TO DETERMINE TALK ABOUT WHAT IF SCENARIOS.
IF WE WERE TO LOSE A FACILITY LIKE A PUMP STATION OR AN ELEVATED TANK, OR IF WE HAD A MAJOR WATER LINE BREAK, WHAT ARE SOME OF THOSE THINGS THAT WHAT'S OUR RESILIENCY OR ABILITY TO KIND OF GET THROUGH AN EMERGENCY SITUATION? SO ALL THOSE DIFFERENT COMPONENTS ROLL UP TO A COMPREHENSIVE PRIORITIZED CIP PRESENTING AT THE END OF THE PROJECT.
[00:25:04]
SO, YOU KNOW, TALKED ABOUT THE LAND USE DATA.WE WANT TO MAKE SURE WE'RE ALIGNING THE WATER NEEDS WITH YOUR OTHER TOWN INITIATIVES.
I'LL MENTION ON MY SUBSEQUENT SLIDES, ALL THESE PICTURES.
NONE OF THEM ARE WESTLAKE SPECIFIC.
THEY'RE JUST HIGH LEVEL EXAMPLES.
GIVE YOU A FLAVOR OF WHAT WE'LL BE EXPECTING? POPULATION WATER DEMAND PROJECTIONS.
WE'RE AT 2025 IN FIVE YEARS, TEN YEARS, ALL THE WAY THROUGH YOUR BUILD OUT SCENARIO.
HOW MANY PEOPLE ARE GOING TO LIVE IN WESTLAKE? HOW MANY PEOPLE ARE GOING TO WORK IN WESTLAKE? ALL THOSE COMPONENTS COME IN TO SAYING, WELL, I HAVE 8 MILLION GALLONS NEEDED TODAY.
I NEED 10 MILLION IN THE FUTURE.
WHAT DOES THAT LOOK LIKE? WHAT DO I NEED TO DO? THE WATER MODEL ITSELF WE WILL BE WORKING WITH THE STAFF TO TAKE YOUR GIS, AND WE PUT THAT INTO A HYDRAULIC MODELING SOFTWARE.
WHAT WE TRY TO DO IS WE TRY TO BE AS ONE FOR ONE WITH YOUR GIS TO MAKE SURE THAT WE HAVE ALL THE PIPES, ALL THE FACILITIES, EVERYTHING BROUGHT INTO THAT MODEL, WHICH IS GOING TO GIVE US A VERY COMPREHENSIVE AND DETAILED LOOK AT ALL THE DIFFERENT ITEMS DURING THE ANALYSIS.
WE PULLED DATA FROM UTILITY BILLING NETWORKS TO BASICALLY SPATIALLY ALLOCATE HOW MUCH WATER IS BEING USED, WHERE BECAUSE THAT'S GOING TO HELP IDENTIFY HOW YOUR SYSTEM IS WORKING CURRENTLY ON A DAY TO DAY BASIS.
WE WOULD LIKE TO START DOING SOME FIELD TESTING THIS MONTH.
BASICALLY YOU CAN SEE A PICTURE THERE.
THESE ARE BASICALLY RECORDERS THAT SCREW ONTO THE SIDE OF A FIRE HYDRANT, AND YOU LEAVE THEM OUT THERE FOR A PERIOD OF A COUPLE OF WEEKS, AND THEN WHAT THEY'RE GOING TO DO IS CONTINUALLY COLLECT DATA.
WE WANT TO PLACE ABOUT, SAY, ABOUT EIGHT OUT IN THE SYSTEM TO LOOK AT ARE THERE PRESSURE VARIATIONS IN DIFFERENT PARTS OF THE TOWN? ARE THERE AREAS WHERE WE HAVE HIGH PRESSURES, LOW PRESSURES? IF SOMETHING WERE TO HAPPEN OPERATIONALLY AND WE SAW A BIG CHANGE IN PRESSURE, IS THAT AN INDICATOR OF SOMETHING THAT WE'RE GOING TO USE GOING FORWARD? ONCE WE HAVE ALL THE FIELD COLLECTED DATA AND A BUILT MODEL, THEN WE WANT TO CALIBRATE IT.
WHAT MODEL CALIBRATION IS GOING TO DO IS GOING TO ALLOW US TO MAKE SURE THAT WHAT WE'RE SEEING ON OUR COMPUTER SCREENS, WHEN WE'RE DOING OUR EVALUATION IS REPRESENTATIVE OF WHAT'S ACTUALLY GOING ON HERE IN THE TOWN OF WESTLAKE.
COORDINATION WITH CITY OF FORT WORTH.
IT TALKED ABOUT HOW MUCH, WHEN DO WE NEED IT, AND IS THERE A POTENTIAL? WE CURRENTLY PURCHASE WATER AT ONE LOCATION RIGHT OFF 377.
JUST A LITTLE BIT OF BACKGROUND IN HISTORY FOR THE TOWN OF WESTLAKE.
Y'ALL DO HAVE A PURCHASE ALLOCATION OF UP TO 2 MILLION GALLONS ON THE EAST SIDE OF TOWN.
THERE'S A WATER LINE. I THINK IT'S RIGHT OFF DAVIS BOULEVARD.
AND IS THERE A NEED IN THE FUTURE, PERHAPS, TO ACTUALLY BUILD SOMETHING THERE, TO HAVE A SECOND SUPPLY OF WATER IN THE TOWN OF WESTLAKE? THESE ARE THE QUESTIONS AND THINGS WE WERE GOING TO BE EVALUATING DURING THE COURSE OF THIS PROJECT.
WE WANT TO LOOK AT YOUR PUMPING AND STORAGE.
WE WANT TO MAKE SURE THAT WE'RE MAINTAINING OUR TCEQ REGULATORY COMPONENTS.
SO LOOKING AT WHAT YOU'RE RATED TO DO VERSUS WHAT YOU ACTUALLY CAN DO.
BUT NOWADAYS, IS IT STILL DOING WHAT IT'S INTENDED TO DO? SO WE WANT TO MAKE SURE THAT WE HAVE ENOUGH PUMPING CAPACITY IN ORDER TO MAKE SURE THAT WE'RE PROVIDING THE PRESSURE, ALLOWING EVERYBODY WHEN YOU GO HOME AT NIGHT AND YOU TURN THAT TAP ON, YOU WANT TO HAVE CLEAN, RELIABLE WATER.
THAT'S WHAT WE'RE IN THE BUSINESS OF HELPING TO ANSWER THOSE QUESTIONS.
SO IF YOU HAVE WATER LINES THAT ARE UNDERSIZED, YOUR VELOCITY AND YOUR HEAD LOSS.
I DON'T WANT TO GET TOO TECHNICAL HERE, BUT YOU START LOSING.
YOU START LOSING BASICALLY ENERGY AS IT GOES THROUGH THE SYSTEM.
SO AT THE SOURCE, YOUR PUMP STATION IS WHERE YOU HAVE THE MOST ENERGY AND AS IT MOVES AWAY, WE WANT TO MAKE SURE THAT ON ALL EDGES OF THE SYSTEM, WE'RE ABLE TO PROVIDE THE PRESSURE AT ALL THE DIFFERENT WATER METER LOCATIONS.
SO MAKING SURE THAT WATER LINE CAPACITY IS ADEQUATELY SIZED.
FIRE PROTECTION. WE HAVE THE AMOUNT OF FIRE PROTECTION REQUIRED.
BIG YOU KNOW, THIS IS A PRETTY LARGE BUSINESS CAMPUS.
DO WE HAVE THE AMOUNT OF DO WE HAVE THE ABILITY TO GET ENOUGH WATER HERE IN THE EVENT OF A FIRE?
[00:30:06]
THOSE ARE IMPORTANT COMPONENTS AS WELL.AND THEN POTENTIALLY THE TOWN OF WESTLAKE IS ONE PRESSURE PLANT OPERATION.
DO WE WANT TO SPLIT IT OUT INTO TWO? WHAT ARE THE IMPACTS AND RAMIFICATIONS? RESILIENCY EVALUATION TALKED ABOUT THOSE WHAT IF SCENARIOS.
SO Y'ALL HAVE ONE PUMP STATION, ONE SOURCE OF WATER.
THERE ARE SOME SMALL INTERCONNECTS THAT WE CAN LEVERAGE WITH SOME OF OUR NEARBY NEIGHBORS, BUT WHAT CAN WE DO TO MAYBE INCREASE THAT LEVEL OF RESILIENCY? WHAT ARE SOME OF THE OPTIONS THERE? THEN, YOU KNOW, INFORM WHAT ARE SOME OF THE OTHER THINGS THAT WE MIGHT DO IN THE FUTURE? AGAIN, TALKING ABOUT A LOT OF THINGS, YOU KNOW, POTENTIALLY DOWN THE ROAD, BUT THESE ARE ALL THE COMPONENTS OF BUILDING A WATER MASTER PLAN THAT ARE THAT'S REALLY GOING TO HELP SET THAT ROADMAP FOR WHAT WE LOOK LIKE HERE IN THE FUTURE.
PUMP STATION CONDITION ASSESSMENT.
WHAT ARE THE RECOMMENDATIONS THAT WILL COME OUT OF THAT.
THE ONE KEY THING THERE AT THE BOTTOM IS LOOKING AT A REPLACEMENT GENERATOR.
SO MAKING SURE THAT WE HAVE BACKUP POWER IN THE EVENT THAT WE DO LOSE.
I'M JUST CURIOUS FOR A SIZE TOWN, OUR SIZE, WHAT PERCENTAGE OF THEM HAVE A SECOND MAIN LINE, THAT LEVEL OF REDUNDANCY. MOST OF THE UTILITIES I WORK ALL THROUGHOUT DFW, PRIMARILY ON THE TARRANT COUNTY SIDE OF THINGS, BUT PRETTY MUCH ALL THE UTILITIES I CAN THINK OF THEY HAVE MULTIPLE DELIVERY POINTS.
NOW, HOW MUCH CAN THE DIFFERENT POINTS PROVIDE? THAT'S GOING TO VARY, BUT THE ABILITY TO REALLY NOT HAVE A SINGLE POINT OF FAILURE IS A CONSIDERATION.
RIGHT. WE'RE ALL AND THAT'S YOU KNOW, THERE'S A LEVEL OF RISK INVOLVED WITH OPERATING IT THE WAY YOU CURRENTLY DO AND DETERMINING WHAT WILL WE DO IN THE FUTURE. COULD THAT OFFSET OR DIMINISH THAT LEVEL OF RISK.
SO THAT JUST MAYBE WE CAN TALK ABOUT THAT AS WE GET DEEPER INTO THIS PLAN, BECAUSE I KNOW THAT THE BIGGEST ISSUE THAT CAME INTO MY AWARENESS LAST YEAR WHEN THE TOWN MANAGER DISCUSSED A LOT OF THE MAINTENANCE ISSUES WE HAVE, AND I THINK OUR TOWN RESIDENTS HAVE TO BE PREPARED FOR THE BIG LIFT THAT WE ARE HEADING INTO TO ACTUALLY JUST MAINTAIN WATER FOR THE RESIDENTS AND THE SCHOOL.
I JUST DON'T WANT TO SEE A BOIL WATER NOTICE.
[LAUGHTER] NO, NO NO, WE WILL NOT.
THE BUSINESS OF PREVENTING THAT AT ALL COSTS.
DO THEY HAVE THE HISTORY? YES SIR.
WE'VE HAD SEVERAL MEETINGS WITH FREESE AND NICHOLS IN THE LAST SEVERAL MONTHS AND KIND OF CATCHING THEM UP TO SPEED ON OUR SYSTEM AND SOME OF OUR CHALLENGES THAT WE FACED INTERNALLY. OKAY.
HAVE WE EVER HAD AN AGREEMENT LIKE THIS IN PLACE BEFORE? HAVE WE DONE THIS? NOT TO MY KNOWLEDGE.
NO, I DON'T THINK SO. NOT FOR 20 YEARS, PROBABLY.
BUT I JUST I THINK THAT'S JUST IMPORTANT FOR EVERYBODY TO UNDERSTAND.
THIS IS NOT A LUXURY OR A WANT.
THIS IS REALLY A NEED FOR SERVICE.
YEAH I'D LIKE TO I'D LIKE A LIST.
WE'RE TAKING YOU A LITTLE OFF YOUR OFF YOUR SLIDES I APOLOGIZE.
DO YOU EVER DO PROPOSALS FOR TOWNS TO LOOK AT STORMWATER RECLAMATION THAT COULD BE REUSED IN GRAYWATER APPLICATIONS? IT'D BE NICE IF WE WERE A LEADER IN CONSERVATION AND MAYBE TAKE THIS OPPORTUNITY TO LOOK AT OUR OPTIONS.
YEAH. NO WE HAVE DONE THOSE STUDIES.
ABSOLUTELY. WHAT DO I WANT TO LOOK LIKE? HOW DO I WANT TO CAPTURE RAINWATER.
DO I WANT TO HAVE A REUSE SYSTEM THAT PUMPS GRAYWATER FOR JUST IRRIGATION PURPOSES? WE CERTAINLY HAVE DONE LOTS OF STUDIES AROUND THE AREA WHERE THAT'S NOT ACTUALLY PART OF THIS CURRENT CONTRACT OR SCOPE, BUT WE CAN DEFINITELY MAKE IT A RECOMMENDATION. I PRESUME NOT, BUT I THINK I THINK I'D LIKE TO SEE A PROPOSAL.
AND SO KNOWING WHAT'S GOING ON ON THE PROVIDER SIDE, THEY HAVE THEIR CHALLENGES AND MAKING SURE THEY GET ALL THE WATER THAT YOU GUYS NEED. AND I WOULD SAY TO THAT POINT, IF YOU SAID IF WE WERE GOING TO DECREASE SOME OF OUR IRRIGATION, GOING TO LOWER OUR OVERALL POTABLE WATER DEMAND, YOU KNOW, THAT'S I'D SAY THAT'S IN YOUR BENEFIT TO DO SO.
[00:35:05]
BUT DOES THAT COST OFFSET WHAT YOU'RE CURRENTLY DOING? THAT'S WHAT WE NEED TO TRY TO FIND OUT.PERFECT. SO TAKING ALL OF THOSE DIFFERENT COMPONENTS AND ROLLING THEM UP INTO THE COMPREHENSIVE CIP AGAIN, IT'S A BUSINESS CASE, PRIORITIZED CIP WHERE, YOU KNOW, WHAT'S YOUR NUMBER ONE NEED.
WHAT'S THE THING WE NEED TO DO RIGHT NOW? WHAT'S THE THING THAT'S KEEPING CHERYL AND KYLE UP AT NIGHT? WE WANT TO FIX THAT FIRST AND THEN YOU START GOING DOWN THINGS FROM THERE.
EVERYTHING HAS A DESCRIPTION, HAS A DRIVER.
OUTSTANDING. ANY OTHER QUESTIONS? WELL, WADE, I MEAN, WE'RE THIS STRATEGIC PLAN WITH BAKER AND TILLY IS KIND OF TIMELY.
WHERE ARE WE GETTING OUR GROWTH PROJECTIONS FROM BAKER AND TILLY OR DO WE HAVE THEM? WE'RE HELPING BAKER AND TILLY PUT THOSE TOGETHER.
PUT THOSE TOGETHER. WITH OUR WITH OUR COMMUNITY PARTNERS, OKAY.
BECAUSE WE HAVE A LOT GOING ON AS YOU WELL KNOW.
SO WHAT WE HEARD IS THAT WE DEFINITELY WANT TO HAVE A PROPOSAL LOOKED AT, OR MAYBE AN ADDITION TO THE SCOPE OF WORK FOR THE GRAYWATER RECLAMATION, IF THAT'S SOMETHING THAT WE CAN DO.
IS THERE A PERCENTAGE THAT YOU WOULD FEEL COMFORTABLE INCREASING THIS PROPOSAL? THAT WE COULD DO A NOT TO EXCEED NUMBER OR ADDED TO THIS TO THAT WOULD PROBABLY HELP US WITH THAT WITHOUT HAVING TO BRING THIS TO COUNCIL AGAIN IS WHAT I'M THINKING.
OH, MAN. I WOULD THAT'S A TOUGH CALL AT THE DAIS.
AND TO BE HONEST, THAT'S NOT AN EFFORT I WOULD LEAD.
SO. YEAH, WE'LL BRING IT BACK.
THAT'S FAIR. IT'S ALL RIGHT. YEAH, THAT'S ALL RIGHT.
TALK TO OUR DRAINAGE. AND NOT JUST GRAYWATER, BUT BUT ALTERNATIVE METHODS.
RIGHT. IF THERE'S A POSSIBILITY YOU COULD HARNESS THAT, THEN WORTH EXPLORING.
WE'LL GET WITH FREESE AND NICHOLS AND WE'LL GET ANOTHER PROPOSAL.
ANY OTHER QUESTIONS FROM COUNCIL? THANK YOU VERY MUCH FOR BEING HERE.
CAN I GET A MOTION TO APPROVE RESOLUTION 24-59? SO MOVED. CAN I GET A SECOND? SECOND. ALL IN FAVOR? AYE. ANY OPPOSED? MOTION PASSES. THANK YOU ALL VERY MUCH.
[H.2. RES 24-62 Consider and act to approve Resolution 24-62 approving an agreement with Floyd Smith Concrete, Inc. for concrete repair and installation services as needed for concrete infrastructure throughout the town in an amount not to exceed $95,000. (Cheryl Taylor, P.E., Director of Public Works).]
AGENDA ITEM H.2, RESOLUTION 24-62.THAT THE TOWN HAS CONTRACTED WITH FLOYD SMITH CONCRETE ON SEVERAL PROJECTS THIS YEAR, THE FIRST ONE BEING THE GLENWYCK PARK POND DAM REPAIR THAT WAS APPROVED BY THE TOWN MANAGER IN FEBRUARY. AS YOU MAY RECALL, LAST MONTH THE COUNCIL APPROVED A NOT TO EXCEED $35,000 FOR THE THORNTON DRIVEWAY REPLACEMENT WITHIN THE STAGECOACH DEVELOPMENT.
THERE'S BEEN SOME SETTLEMENT THERE, AND WE'VE GOT SOME.
WE'VE RECEIVED SOME INQUIRIES FROM LOCAL RESIDENTS, AND THEN WE ADDED AN ADDITIONAL $13,000 TO ROUND THE TOTAL, UP TO 95 FOR ANY OTHER REPAIRS THAT MAY BE NEEDED IN THE COMING MONTHS. SO THE TOTAL NOT TO EXCEED AMOUNT OF $95,000 IS ABOVE THE CITY MANAGERS OR, EXCUSE ME, THE TOWN MANAGER'S SIGNATORY AUTHORITY AND REQUIRES THE COUNCIL'S APPROVAL.
ANY QUESTIONS? CAN I GET A MOTION TO APPROVE RESOLUTION 24-62? SO MOVED. CAN I GET A SECOND? SECOND. ALL IN FAVOR? AYE. ANY OPPOSED? MOTION CARRIES. THANK YOU ALL VERY MUCH.
[H.3. 24-291 Consider and act to cast the Town of Westlake’s single vote for Texas Municipal League Region 8 Director (Wade Carroll, Town Manager)]
CONSIDER AN ACT TO CAST THE TOWN OF WESTLAKE SINGLE VOTE FOR TEXAS MUNICIPAL LEAGUE REGION EIGHT DIRECTOR.WADE. MAYOR AND COUNCIL THANK YOU VERY MUCH.
MAYOR, I PROBABLY OUGHT TO LET YOU ANNOUNCE YOUR CANDIDACY FOR THIS.
THE TEXAS MUNICIPAL LEAGUE IS AN AGENCY WITHIN TEXAS THAT ABOUT 160 DIFFERENT CITIES ARE A PART OF.
[00:40:04]
WE GET LEGAL ADVICE FROM THEM.EVERY REGION IS LED BY A DIRECTOR, AND WE HAVE A BALLOT BEFORE COUNCIL TO PUT IN OUR VOTE FOR THE DIRECTOR FOR REGION EIGHT, OF WHICH MAYOR GREAVES IS A PART OF THAT.
SO I YOU KNOW, ONE OF THE THINGS THAT I WANT US TO CONTINUE TO DO AS A TOWN IS TO BE MORE INVOLVED LOCALLY AND YOU KNOW, THROUGH METRO CHAMBER OF COMMERCE, THROUGH THE OTHER VOLUNTEER EFFORTS, THROUGH CHARITIES AND STUFF.
I'VE BEEN RETIRED THREE YEARS NOW, SO I WANT TO KIND OF HELP THE TOWN.
SO I DON'T KNOW IF I'LL WIN, BUT I PUT IT OUT THERE, SO I APPRECIATE Y'ALL'S VOTE.
MOVE TO CAST THEIR VOTE FOR MAYOR GREAVES FOR REGION EIGHT DIRECTOR.
SECOND. ALL IN FAVOR? AYE. ANY OPPOSED? TODD. [LAUGHTER] ONLY THE MAYOR.
THANK YOU. [LAUGHTER] [INAUDIBLE].
ONLY THE MAYOR. SO THANK YOU ALL VERY MUCH.
IT IS EXCITING. WE'LL SEE HOW THAT GOES.
H.424-286. CONSIDERED AN ACT TO EXCUSE MAYOR COUNCIL ABSENCES.
GOOD. AND WE NOW GO INTO EXECUTIVE SESSION AS AUTHORIZED BY SECTION 551.0712 OF THE
[I. EXECUTIVE SESSION]
TEXAS GOVERNMENT CODE.THIS MEETING MAY BE CONVENED INTO CLOSED EXECUTIVE SESSION FOR THE PURPOSE OF SEEKING CONFIDENTIAL LEGAL ADVICE FROM THE TOWN ATTORNEY, SCHOOL ATTORNEY, AND AGENDA ITEMS. ADDITIONALLY, PURSUANT TO THE PROVISION OF CHAPTER 551 OF THE TEXAS GOVERNMENT CODE, THE TOWN COUNCIL BOARD OF TRUSTEES MAY ADJOURN INTO EXECUTIVE SESSION IN ACCORDANCE WITH AUTHORITY CONTAINED IN 24-285 SECTION 551.074 GOVERNMENT CODE DELIBERATION REGARDING PERSONNEL MATTERS.
WE WILL CONVENE. WE WILL GO TO EXECUTIVE SESSION.
A RECORD ON OUR REGULAR SESSION.
AND THANK YOU ALL FOR BEING HERE.
APPRECIATE IT. WE'LL GO TO EXECUTIVE SESSION NOW.
WE ARE DONE WITH EXECUTIVE SESSION.
WE HAVE ANY ACTIONS NEEDED FROM EXECUTIVE SESSION? I DON'T THINK SO. NO, SIR.
AND THEN STAFF RECAP AND COUNCIL DIRECTION.
[L. STAFF RECAP OF COUNCIL DIRECTION]
OKAY, SO FOR A QUICK RECAP WE'RE GOING TO THE BIGGEST RECAP IS ON THE WATER SYSTEM.SO WHEN WE'RE GOING TO GO BACK AND LOOK AT OUR WATER SYSTEM AND HAVE THE GRAYWATER RECYCLING ADDED TO THE PROPOSAL OR RECLAMATION ADDED TO THE PROPOSAL FOR FREESE AND NICHOLS AND SOME OTHER IDEAS THAT THEY MIGHT HAVE TO GET US ON THAT LEADING EDGE FOR CONSERVATION OF WATER.
AND THEN WE HAVE SOME OTHER THINGS FROM EXECUTIVE SESSION.
ANY OTHER COMMENTS? QUESTIONS? TRYING TO GET TOGETHER BEFORE OR AFTER.
WE WERE GOING TO POST FOR TODAY, RIGHT.
IF WE COULD JUST TRY TO THINK ABOUT THAT.
YES, ABSOLUTELY. ANOTHER NEW TRADITION.
OKAY. AS ALWAYS, YOU GUYS, THANK YOU SO VERY MUCH.
GOOD MEETING. AND THE MEETING IS WRAPPED UP 5:46.
