I'LL CALL THE MEETING AT 4:00 P.M. QUORUM IS PRESENT.

WE WOULD LIKE TO START WITH THE INVITATION LED BY PASTOR CLAYTON REED, SOUTH LAKE BAPTIST CHURCH.

SOUTH LAKE, HOW ARE YOU? YOU'RE WELCOME.

>> WOULD YOU JOIN ME IN PRAYER? DEAR LORD WE GIVE THANKS FOR THIS MEETING AND THIS TEAM IN FRONT OF US WHO'VE BEEN TASKED TO LEAD THIS CITY.

WE PRAY BLESSINGS UPON THEIR DECISIONS.

I PRAY THAT YOU WOULD FILL THOSE DECISIONS WITH WISDOM AND INTEGRITY AND PEACE.

LORD AS THEY CONSIDER THE FUTURE OF THIS CITY, WE PRAY BLESSING OVER THEIR MINDS AND THEIR HEARTS.

LORD, WE PRAY THAT YOU WOULD CONTINUE TO HELP THEM AND BLESS THEM AS THEY WORK TOGETHER TO DO THAT.

WE GIVE THANKS FOR THE CHRISTMAS SEASON, WHERE WE KNOW THERE ARE A LOT OF PEOPLE THAT STRUGGLE THROUGH CHRISTMAS AND SOME WHO CELEBRATE THROUGH CHRISTMAS, BUT WE PRAY FOR THOSE CITIZENS AMONG US WHO HAVE LOST AND WHO ARE HURTING, AND WHO ARE STRUGGLING.

WE PRAY THAT YOU WOULD BLESS THEM AND HELP THEM AND BRING ABOUT PEACE IN THOSE SITUATIONS AND HELP THEM.

LORD, IF THEY'RE STRUGGLING TO REACH OUT TO FRIENDS AND TRUSTED ADVISORS, WE JUST PRAY BLESSING OVER THIS TOWN.

WE PRAY BLESSING OVER THIS ROOM.

WE ASK LORD THAT YOU WOULD HELP THE MAYOR AS HE LEADS THIS MEETING OR GIVE HIM WISDOM AS HE THINKS THROUGH ISSUES AND BLESS HIS TEAM.

FIRST OF ALL, OUR PLANNING AND ZONING MEETING IS GOING TO BE DECEMBER 10 AT 5:00 TOMORROW.

OUR OFFICES AND OUR MUNICIPAL COURT ARE GOING TO BE CLOSED ON DECEMBER 24 AND 25TH DUE TO THE CHRISTMAS HOLIDAY.

JANUARY 1 WILL ALSO BE CLOSED DUE TO THE NEW YEAR'S HOLIDAY.

OUR NEXT TOWN COUNCIL MEETING, THE FIRST OF 2025 WILL BE ON MONDAY,

JANUARY 6, AND OUR NEXT PLANNING AND ZONING MEETING IS SCHEDULED FOR JANUARY 7, WHICH IS A TUESDAY.

I JUST WANTED TO GIVE AN UPDATE.

WE PUT SOME INFORMATION OUT JUST A FEW DAYS AGO ABOUT WATER TESTING AROUND WESTLAKE.

WE WERE TALKING ABOUT CONDUCTING REGULAR WATER QUALITY TESTING INCLUDING TESTING FOR LEAD AND COPPER LEVELS.

OUR GOAL OBVIOUSLY IS TO ENSURE THAT OUR WATER IS SAFE AND TO STAY AHEAD OF ANY POTENTIAL ISSUES, SO WE'RE FULLY COMMITTED TO MONITORING THE SITUATION, AND WE HAVE PLANNED ADDITIONAL TESTING IN 2025.

THAT'S GOING TO MOVE FROM FRIDAY TO SATURDAY AS WELL.

AGAIN, ALL THAT INFORMATION WILL BE OUT THERE ON OUR WEBSITE AND SOCIAL MEDIA AS WELL.

THEN FINALLY, WE WANTED TO GIVE A QUICK LITTLE RECAP OF OUR BIG COMMUNITY EVENT JUST A FEW DAYS AGO, OUR COMMUNITY TREE LIGHTING.

WE HAD A RECORD NUMBER 1,500 PEOPLE SHOW UP.

WE HAD MORE VENDORS THAN WE EVER HAD BEFORE.

WE HAD MORE ATTRACTIONS AS WELL.

WE WERE A LITTLE NERVOUS ABOUT THE WEATHER, BUT IT TAPERED OFF AROUND, WAS PERFECT BECAUSE IT WAS NICE AND CHILLY AND COOL, AND IT WAS JUST A GREAT EVENT.

IT WAS SO MUCH FUN TO SEE SO MANY PEOPLE OUT THERE TAKING PART IN IT, AND WE HOPE TO MAKE IT BIGGER AND BETTER NEXT YEAR AS WELL.

WE APPRECIATE EVERYBODY'S EFFORTS IN THAT.

IT WAS A TRUE WESTLAKE TOGETHER MOMENT WITH THE ACADEMY AND THE TOWN COMING TOGETHER TO PUT IT ON. THANKS EVERYBODY.

ON OCTOBER 9TH, 2023, TOWN COUNCIL APPROVED ORDINANCE NUMBER 982, WHICH CREATED THE RULES AND REGULATIONS FOR A PD, PLANNED LAND DEVELOPMENT DISTRICT FOR SOLANA HILLS.

AS PART OF ORDINANCE 982, THE REQUIREMENTS INCLUDE THAT UP TO 55 DETACHED SINGLE FAMILY HOMES CAN BE CONSTRUCTED.

IT MUST BE CONSTRUCTED AS A SINGLE PHASE DEVELOPMENT, AND THERE WERE SOME OTHER DEVELOPMENT PARAMETERS AS PART OF THE PD THAT DEALT WITH INFRASTRUCTURE, OPEN SPACE, AS WELL AS ARCHITECTURAL DESIGN.

THIS IS JUST A PHOTOGRAPH SHOWING THE SITE.

IN TERMS OF THE ACTUAL DEVELOPMENT AGREEMENT, THIS IS PURSUANT TO THE PROVISIONS IN SECTION 102-316 OF THE TOWN OF WESTLAKE CODE OF ORDINANCES.

THIS REQUIRES A DEVELOPMENT AGREEMENT FOR ALL PLANNED DEVELOPMENTS THAT COME INTO TOWN.

AS PART OF THOSE SAME PROVISIONS, THERE ARE REQUIREMENTS THAT DEAL WITH COST SHARING FOR PUBLIC IMPROVEMENTS, THE TIMING OF THOSE IMPROVEMENTS, OPEN SPACE, AND OTHER CONSIDERATIONS THAT FACILITATE THE DEVELOPMENT IN THE TOWN, AND SUCH WOULD BE THE CASE FOR SOLANA HILLS.

THE DEVELOPMENT AGREEMENT THAT IS IN FRONT OF YOU THIS AFTERNOON, IT DOES TAIL QUITE A BIT.

ONE OF THOSE KEY CONSIDERATIONS IS EQUALLY SHARING IN THE COST TO RECONSTRUCT AND TO REPAVE SAM SCHOOL ROAD.

IN PARTICULAR WITH THOSE IMPROVEMENTS, THAT WOULD INCLUDE REPAVING THE ROAD TO A CONCRETE BASE, AS WELL AS ENSURING THAT ALL THOSE IMPROVEMENTS OCCUR WITHIN THE RIGHT OF WAY.

IF YOU'LL RECALL, THAT STATE LAW CHANGED, THAT UNLESS THE ROAD IS ACTUALLY LISTED ON A MASTER THOROUGHFARE PLAN, NO ADDITIONAL RIGHT OF WAY CAN BE DEDICATED BY THE DEVELOPER UNLESS IT IS OF THEIR OWN VOLITION.

SOME OTHER CONSIDERATIONS WITH SAM SCHOOL ROAD.

IT DOES INCLUDE THE ADDITION OF SIDEWALKS, A MINIMUM OF FIVE FEET IN WIDTH, AS WELL AS PROVIDING OPPORTUNITIES FOR A TRAIL THAT

THIS IS A PHOTOGRAPH GENERALLY SHOWING THAT TODAY, MOST OF THE PAVEMENT ALONG THAT PORTION OF SAM SCHOOL ROAD, IT IS AN ASPHALT.

THEN YOU SEE CONCRETE IN THE SAME PHOTOGRAPH WHERE IT WIDENS TO TWO LANES IN EACH DIRECTION.

UNDER THE TERMS AND CONDITIONS AS PROPOSED IN THIS DEVELOPMENT AGREEMENT THAT THE SAME IMPROVEMENTS TO SAM SCHOOL ROAD WOULD CONTEMPLATE EITHER A TWO-LANE ROAD, WITH ONE LANE IN EACH DIRECTION, AS YOU SEE IN THE PHOTOGRAPH OR IT COULD INCLUDE TWO LANES IN EACH DIRECTION OR A FOUR-LANE ROAD.

THAT WOULD BE SUBJECT TO REVIEW AND APPROVAL BY THE TOWN MANAGER.

IN TERMS OF SAM SCHOOL ROAD AND THE TIMING FOR THOSE IMPROVEMENTS, AS PROPOSED, THEY WOULD BE BID.

THERE ARE REQUIREMENTS WITHIN A DEVELOPMENT AGREEMENT ABOUT THE TIMING OF THE BIDDING AND THAT NOTICE WOULD HAVE TO BE 30 DAYS IN ADVANCE OF BIDDING THE IMPROVEMENTS TO SAM SCHOOL ROAD TO GIVE TIME TO DEVELOPER TO ACTUALLY ESCROW THEIR PORTION OR FUNDING THOSE IMPROVEMENTS WITHIN 15 DAYS.

FURTHERMORE, THE STREETS THAT WOULD CONNECT TO SAM SCHOOL ROAD, THEY ARE ALL TO BE PRIVATE, OWNED AND MAINTAINED BY THE HOMEOWNERS ASSOCIATION.

THE DEVELOPER IS REQUIRED TO MAKE A CONTRIBUTION OF $15,000 FOR EACH RESIDENTIAL LOT TO WESTLAKE ACADEMY, AND THAT IS FOR 55 RESIDENTIAL LOTS AS CURRENTLY PROPOSED.

SOME OTHER CONSIDERATIONS WITH THE DEVELOPMENT AGREEMENT INCLUDES REQUIRING THAT THE FINAL PLAT REPLACE THE VACATE AND THE REPLAT THAT IS REQUIRED UNDER THE PD, PLANED DEVELOPMENT DISTRICT STANDARDS.

THE FINAL PLAT WOULD ADDRESS ALL REVISIONS THAT ARE REQUIRED TO THE PLAT THAT WAS APPROVED PRIOR TO THIS DEVELOPMENT AGREEMENT, THAT WAS A PRELIMINARY EVALUATION SITE PLAN OR THE PRELIMINARY PLAT.

THE ARCHITECTURAL STANDARDS SO STILL MUST BE APPROVED BY TOWN COUNCIL.

MORE ON THAT SHORTLY.

THOSE STANDARDS WOULD BE JOINTLY ENFORCED BY THE TOWN AND A HOMEOWNERS ASSOCIATION.

THOSE SAME STANDARDS, THEY ARE DERIVED FROM ORDINANCE NUMBER 982, AND THEY FOCUS ON THESE ELEMENTS.

THE PURPOSE FOR WANTING TO SIMPLIFY THE ARCHITECTURAL STANDARDS IS TO ENSURE THAT THEY'RE PREDICTABLE AND ALLOWS FOR A MUCH MORE EXPEDITED REVIEW OF THE PLANS AS THEY COME IN.

THE DEVELOPER HAS COMMITTED TO WORKING WITH THE DEPARTMENT OF PLANNING AND DEVELOPMENT ON THOSE ITEMS TO ENSURE THERE ARE CONSISTENCY IN THE APPLICATION AND IMPLEMENTATION OF THOSE STANDARDS.

THE PROPOSED DEVELOPMENT AGREEMENT, IT DOES CLARIFY THE PROCESS AND RESPONSIBILITIES FOR DEVELOPMENT.

IT HAS ACTUALLY BECOME A HINDRANCE TO US.

SINCE WE'VE GONE TO ONLINE REGISTRATION, IT HAS BECOME RATHER CONFUSING FOR OUR PARENTS BECAUSE WE ASKED THEM IN FEBRUARY, DOES YOUR STUDENT INTEND TO RETURN NEXT YEAR? IN FEBRUARY 99.9% OF OUR PARENTS TELL US, YES.

EVERYBODY SAYS, YES, THEY'RE COMING BACK.

WE FIND OUT OBVIOUSLY OVER THE SUMMER THAT THAT IS NOT TRUE.

THAT INFORMATION REALLY IS NOT USEFUL TO US.

DOING ENROLLMENT ONLINE, ASKING THAT INFORMATION ONLINE CONFUSES OUR PARENTS WHEN IT COMES TO REGISTRATION.

DR WHITE KNOWS, ABOUT 50% OF OUR PARENTS THINK BY ASKING, ARE YOU COMING BACK AGAIN NEXT YEAR, THEY'VE ALREADY FINISHED ENROLLMENT AND THAT'S NOT TRUE.

WE HAVE TO GO BACK AND ASK THEM AGAIN FOR ENROLLMENT PAPERS AND THEN WE HAVE THIS ONGOING BACK AND FORTH.

NO, I'VE ALREADY FINISHED MY ENROLLMENT BECAUSE YOU ASKED ME IN FEBRUARY.

IT'S USELESS INFORMATION AND IT CREATES CONFUSION FOR OUR PARENTS AND A LOT OF EXTRA WORK FOR OUR ADMINISTRATORS.

WE'RE JUST ASKING FOR THAT TO BE ELIMINATED FROM OUR CHARTER THAT REQUIRES US TO DO IT AND IS USELESS INFORMATION, A LOT OF WORK AND CONFUSION FOR OUR PARENTS.

THAT MEANS THAT WE HAVE TO SEARCH FOR ALL 1,800 OF THOSE STUDENTS TO SEE IF THEY HAVE A STATE OF TEXAS STUDENT ID NUMBER.

MOST PARENTS WHO APPLY FOR THE LOTTERY DON'T KNOW THAT NUMBER FOR THEIR STUDENTS.

WE HAVE TO SEARCH THROUGH STATE TEA RECORDS AND FIND THOSE NUMBERS FOR THE STUDENTS.

THAT REQUIRES A LOT OF RESEARCH FINDING STUDENT SOCIAL SECURITY NUMBERS, WHICH PARENTS DO NOT LIKE TO GIVE THOSE TO YOU.

IT REQUIRES HOURS AND HOURS OF RESEARCH AND TEXAS EDUCATION RECORDS.

THEN WE HAVE TO REPORT THEM, WHICH ALSO REQUIRES HOURS AND HOURS OF WORK IN TEA REPORTING.

WE NEVER SEE THESE STUDENTS.

WE NEVER SERVE THESE STUDENTS, BUT IT REQUIRES A LOT OF ADMINISTRATIVE WORK ON THEM.

WHAT WE'RE PROPOSING IS BECAUSE WE NEVER SERVE THESE STUDENTS, ANYTHING WE CAN DO TO ELIMINATE THE WORK THAT'S REQUIRED TO SERVE OR TO REPORT THESE STUDENTS, THAT ANYTHING WE CAN DO TO ELIMINATE THE AMOUNT OF WORK THAT WE HAVE TO DO.

IF WE CLOSE OUR APPLICATION ON JANUARY 31, WHICH OUR LOTTERY APPLICATION IS OPEN FROM DECEMBER 1 THROUGH JANUARY 31, AND WE CUT IT OFF IN RATHER THAN ALLOWING STUDENTS TO CONTINUALLY PUT IN APPLICATIONS AFTER JANUARY 31, THAT WOULD SAVE US A WORK OF ABOUT 500 STUDENTS EACH YEAR THAT WE WOULD NOT HAVE TO REPORT ON.

CURRENTLY, WE CLOSE THE APPLICATION FOR THE LOTTERY ON JANUARY 31, BUT STUDENTS CAN STILL APPLY AFTER THAT TIME.

THEY JUST GO TO THE BOTTOM OF THE WAIT LIST, AND THAT ADDS ANOTHER 500 STUDENTS TO OUR WAIT LIST EACH YEAR.

THAT WOULD BE 500 STUDENTS WE WOULDN'T HAVE TO REPORT ON EACH YEAR.

WE DON'T NEED THOSE NUMBERS.

I BELIEVE THAT DECISION WAS MADE BACK IN 2003 TO LEAVE IT OPEN FOR FEAR THAT WE WOULDN'T BE ABLE TO FILL OUR CLASSES.

IV EDUCATION IS VERY HANDS ON, THERE'S A SERVICE ELEMENT TO IT, THERE'S A CONNECTIVITY TO THE COMMUNITY, AND WHEN YOU'RE DRIVING POTENTIALLY AN HOUR IN, THAT'S REALLY PROHIBITIVE TO THE TOTALITY OF YOUR EXPERIENCE.

WE ARE SUGGESTING A BOUNDARY REDUCTION THAT IS FOCUSED ON AREAS FROM WHICH WE DO NOT HAVE STUDENTS CURRENTLY ENROLLED.

WE'RE RECOMMENDING A REMOVAL OF 17 DISTRICTS FROM OUR SECONDARY BOUNDARY.

GIVEN THE NUMBER OF STUDENTS AS DARCY TALKED ABOUT, THAT WE HAVE ALREADY THAT WE KNOW ARE COMING FROM THESE CLOSER AREAS, THIS IS NOT GOING TO IMPACT OUR ABILITY TO FILL OPEN SPACES.
