THANK YOU, MR. CHAIR. GOOD EVENING, PLANNING AND ZONING COMMISSION, AND THIS IS A REQUEST FOR A SITE PLAN APPLICATION FOR THE FRONT OF IT. WANT TO START OFF WITH A PHOTOGRAPH? JUST REMINDING EVERYONE OF THE GENERAL LOCATION OF THE SITE, WHICH IS NEAR THE JUNCTION OF HIGHWAY 114.
HIGHWAY 170. ON MARCH 24TH, 2025, THE TOWN COUNCIL DID APPROVE ORDINANCE NUMBER 1020.
THAT APPROVED TEXT AMENDMENTS TO PD DEVELOPMENT DISTRICT 3-5A AND THOSE TEXT AMENDMENTS CLARIFY CERTAIN STANDARDS FOR DEVELOPMENT AND ALSO INTRODUCE SOME CONTEMPORARY PLACEMAKING PRACTICES.
THE SUPPLEMENT TO THE PLANNED DEVELOPMENT DISTRICT 3-5A, WHICH GOES BACK TO THE ORDINANCE THAT WAS FIRST CREATED AND ESTABLISHED FOR CIRCLE T RANCH. IT REQUIRES SITE PLANS TO ONLY BE REVIEWED AND APPROVED BY THE PLANNING AND ZONING COMMISSION.
THERE IS A DEVIATION FROM ANY OF THE REQUIREMENTS THAT ARE IN PD PLANNED DEVELOPMENT DISTRICT 3-5A THEN THAT WILL GO BEFORE TOWN COUNCIL WITH A RECOMMENDATION FROM THE PLANNING AND ZONING COMMISSION.
AGAIN, LOOKING AT THE SITE, THIS IS THE FIRST PHASE OF DEVELOPMENT, WHICH INCLUDES APPROXIMATELY 16.4 ACRES AS YOU SEE THERE, AND I JUST WANT TO WALK THROUGH THE SITE PLAN AND KIND OF BRING IT ALL TOGETHER.
SO STARTING FIRST WITH SOME RETAIL BUILDINGS ALONG STREET A, AND THIS IS INTENDED TO CREATE A SPINE OF PEDESTRIAN ACTIVITY THROUGH THE HEART OF THIS DEVELOPMENT. THAT WILL ALSO SET THE TONE FOR FUTURE DEVELOPMENT THAT WILL CALL IT PLAN WEST.
HERE, AS YOU SEE THE 37.9 ACRES REMAINING FOR FUTURE PHASES.
THIS IS WHERE THE DAYCARE CENTER WILL GO AS WELL.
HERE'S MORE RETAIL, AND NOW YOU START TO SEE STREET GIVEN WAY TO SOME STRONG BUILDING DEFINITION CIVIC SPACE THAT WILL ALLOW FOR PEDESTRIANS TO GATHER TO LINGER.

I DO WANT TO PAUSE HERE FOR ONE MOMENT AND BRING BEFORE YOU FOR YOUR IMMEDIATE ATTENTION THAT IN ADDITION TO SUBMITTING THE SITE PLAN, THE DEVELOPER HILLWOOD HAS ALSO PROVIDED CONSTRUCTION PLANS FOR REVIEW AND APPROVAL AS WELL, AND THAT WILL GO TO THE DEPARTMENT OF PUBLIC WORKS BUILDING SAFETY AND ENGINEERING FOR INTERNAL AND ADMINISTRATIVE REVIEW AND APPROVAL, BUT THEY ARE CONSISTENT WITH THE ITEMS THAT ARE PRESENTED TO YOU THIS EVENING, AND AGAIN, THE SITE PLAN AND ITS RELATED ATTACHMENTS. THEY DO NOT REQUIRE ADDITIONAL REVIEW OR APPROVAL FROM TOWN COUNCIL BECAUSE THEY ARE CONSISTENT WITH PD PLANNED DEVELOPMENT DISTRICT FIVE, AND I BELIEVE THAT THIS IMAGE WAS SHOWN AT THE LAST PLANNING AND ZONING COMMISSION MEETING.THEY ALSO FURTHER THE ECONOMIC AND PHYSICAL INTERESTS OF THE TOWN OF WESTLAKE, AND WHAT IS MOST APROPOS ABOUT THIS IS THAT THOSE INTERESTS ARE ARTICULATED AND CAPTURED WITHIN THE STRATEGIC PLAN THAT WAS RECENTLY ADOPTED.
